This position offers an exciting, challenging and rewarding opportunity to join the Remedies, Business and Financial Analysis (RBFA) group at the Competition and Markets Authority (CMA) and play a key role tackling the competition and consumer problems we find.
About the CMA
We help people, businesses, and the UK economy by promoting competitive markets and tackling unfair behaviour. Our work is wide ranging, ambitious and often new and challenging.
The RBFA group represent a centre of excellence in competition and regulatory finance. We provide professional expertise in business and financial analysis across the whole of the CMAs caseload, designing remedies to resolve the problems we find.
What you will do
You will occupy a strategic position at the forefront of our organisation, working closely with the Senior Director – RBFA and a talented team from a variety of professional backgrounds, such as experts in law, finance, economics, and other disciplines.
You will deliver high-quality financial and business advice on CMA cases, ensuring the remedies we put into practice are both effective and capable of delivering substantial and sustained customer benefits. You will lead teams in investigating and analysing finance and commercial issues in regulatory, mergers, markets, consumer, antitrust and digital-focused projects. Your responsibility will extend to helping inform the CMAs understanding of how business and markets are functioning, shaping decisions as to whether there is a competition or consumer concern.
You might find yourself developing and implementing major interventions in vital sectors such as digital markets, banking and healthcare, analysing profitability in markets as diverse as pharmaceuticals or funerals and leading reviews of key regulatory decisions by economic regulators in sectors such as aviation, energy or water.
Managing and developing staff is also a key part to the role.
What you will need
You will need a postgraduate business, finance, economics or accounting qualification (e.g. ACA, CIMA, CFA MA / MSc or MBA) or equivalent postgraduate experience, with familiarity with economics and financial theory and their practical application.
You will be expected to demonstrate significant commercial and financial insight in overseeing well-evidenced analytical work, as well as a track record of leading, managing and delivering complex projects.
Strong leadership skills and the ability to manage and develop high-calibre staff by providing high quality coaching and feedback is equally important.

Job description
As an RBFA Director, you will be accountable for the provision of high-quality advice on a broad range of business and financial issues and will take the lead for the design and implementation of remedies. Typical responsibilities include:
Overseeing high quality analysis of regulatory and competition finance issue:
- You will oversee the assessment of the key commercial and financial issues in your projects. You will determine the evidence-gathering strategy, provide quality assurance for the work of your team and advise decision-makers on upon the implications of a broad range of commercial issues as they relate to the firms we investigate.
Developing remedies:
- You will ensure the effective design and implementation of remedies on projects including responsibility for leading the negotiation of merger and market remedies and overseeing their legal and practical implementation.
Leadership and management:
- As part of the RBFA leadership team you will manage and develop the talents of RBFA team members, creating a learning and development culture which builds individual and team capability to deliver projects and programmes. This will include direct line management responsibility for 3-5 Assistant Directors.
- You will be expected to build strong, collaborative working relationships with other senior leaders from different professional backgrounds to deliver effectively on the CMAs objectives
- Working with the Senior Director and the other RBFA Directors you will allocate staffing resources to project. You will identify requirements for external advice on financial and business advisory issues and manage the consultancy resources to provide it.
Communication:
- Communicate business, financial and regulatory insights effectively to senior internal and external stakeholders, ensuring this analysis supports the CMA in having maximum impact and that the organisation is recognised as being at the forefront of thinking in these areas
- Represent the CMA to external audiences (e.g. ICN, OECD) on relevant professional issues
Know-how and policy development:
- You will develop the CMAs policy, expertise and effectiveness on remedies and financial and business analysis issues through research, development of procedures and adoption of best practice.

- Excellent communication and representation skills (both oral and written) with experience of negotiating and exerting influence with senior decision makers.
- Evidence of bringing a broad perspective to issues, ensuring that overall objectives are achieved effectively and greatest value is added.
- Strong focus on continuous learning for oneself, others and the organisation. Being open to developing ones own knowledge and skill set, as well as investing in the capabilities of others by giving clear, honest feedback and supporting teams to succeed.

Successful candidates at the shortlisting stage will be asked to participate in an Individual Leadership Assessment (ILA) which is a one-to-one psychological assessment of candidates in selection for Senior Civil Service (SCS) roles. Candidates will complete a range of questionnaires on-line, the outputs of which are explored during a structured interview of approximately 1-2 hours with an assessor. The ILA must occur prior to interviews taking place.
