Job description

The postholder will play a key part in the CPS’ assurance and control framework working with HQ Finance colleagues and will provide assurance to the Head of Business Centre HoBC that the Department’s financial management complies with departmental and Civil Service standards.

The postholder is responsible for providing support, guidance and assurance to the Business Manager (in relation to all financial matters through reviewing resources, budget data, providing cost analysis and financial data The postholder will work collaboratively with peers sharing good practice and lessons learnt to deliver the business and to ensure resilience

Person specification

  • Ensures that local financial controls are understood and applied by senior managers and other relevant individuals and that breaches are investigated and followed up, escalating as appropriate. In partnership with HQ Finance, ensures the delivery of appropriate training and direction in finance, budgeting, purchasing and fraud prevention.

  • Drafting of business cases for additional funding, recruitment and voluntary exits. They will also inform decision making in how to deploy resources (manpower, equipment etc.) across the Department in order to ensure timely delivery of projects and the priorities associated with the local business plan.  Responsible maintaining records of and managing expenditure commitments, including capital expenditure and agreeing contracts with third parties.  Ensures that specifically allocated funding is utilised and monitored to deliver agreed outcomes.

  • The postholder will provide leadership in all aspects of financial management including efficiency savings. Works with senior managers in developing the Area’s financial plans to support the delivery of plans within budget.

  • In partnership with senior managers, develops efficiency plans detailing strategies and activities to enable the Department to remain within budget for the duration of the financial year and overall Spending Review period.

  • Forges, develops and maintains close working relationships with HQ Finance (including Procurement and Estates) and other Finance Managers in order to help develop best practice. Is an active member of the CPS Finance Mangers Group, supporting the Head of Profession in relation to financial management national projects.  Manage the Department’s commercial relationships and arrangements advising HQ Procurement of any contractual performance or compliance issues as necessary.

  • Supports Department managers in costing change options/plans and delivers change within own area of expertise.

  • Leads reviews and evaluations across the Department to identify opportunities for cost efficiencies and/or performance improvement and identifying non value adding activity.

Clearance Required

Waiting List

Candidates who are recommended by the selection panel but not appointed to the current vacancy will be placed on a waiting list for 12 months and may be offered another post, should any further vacancies for a Finance Manager arise in CPS Chief Finance Officer Directorate during this period. CPS may also approach candidates on the waiting list to fill other roles requiring similar knowledge and experience.
