Job summary

RIS Offshore is responsible for providing an enhanced service as CCG’s coordinated centre for offshore intelligence and data acquisition, risk identification and development.  This is a fast-paced and high-profile environment requiring someone who can thrive ensuring delivery of the highest quality products whilst working under pressure. 

​​The Offshore Criminal Intelligence Development Team, known as OCID, sits within the Operational Delivery function of RIS Offshore and is responsible for the development of operational and strategic intelligence.  

​ The postholder will develop quality intelligence products on individuals and / or organisations involved in serious offshore tax crime, in line with HMRC Strategies, policies and partner requirements within agreed timescales. This will be achieved by utilising a wide range of both desk-based and operational intelligence gathering techniques and law enforcement powers in line with legislation and departmental policy. 

​ ​The postholder will continuously develop and share knowledge and understanding of Offshore threats and will assist in closing intelligence gaps in accordance with HMRC intelligence requirements and will identify new intervention opportunities.

Job description

​​As part of an intelligence team, you will analyse and risk assess information from a variety of sources and help develop quality intelligence products to disseminate to other HMRC teams and external partners to enable interventions against tax evasion and criminal attacks. 

​You will become involved in all aspects of the Criminal Justice System and will be expected to make and be accountable for decisions made based on legal responsibilities, to a standard that that passes external scrutiny. This may involve appearances at court. 

​Post holders will carry out activities governed by established HMRC procedures, pursuant to the Regulation of Investigatory Powers Act 2000 (RIPA); Investigatory Powers Act 2016 (IPA); Police Act 1997; Criminal Procedures & Investigations Act 1996 (CPIA); the Police and Criminal Evidence Act (PACE); the Proceeds of Crime Act 2002 (POCA), and other relevant legislation. 

​The post-holder will undertake liaison duties, reflecting a sound knowledge of the nature and range of Offshore threats to HMRC regimes. This will involve building and maintaining working relationships with strategic partners and engaging with them to assist in the flow of intelligence and furtherance of intelligence and cases. 

​There may be a need for some travel, working away from your home office and may require overnight stays.    

Person specification

Work within the OCID Team to develop quality intelligence products, in line with HMRC strategies, policies and customer requirements, within agreed timescales. 

​All development work will be in line with legislation, Criminal Justice standards and policy. This will be achieved by a combination of desk-based intelligence activity, alongside proactive intelligence gathering techniques. 

​To assist in identifying strategic intelligence, filling intelligence gaps, and contributing to new intervention and disruption opportunities. 

​To undertake or support liaison duties, reflecting a sound knowledge of the nature and range of criminal threats to HMRC. 

​The successful candidate will be required to travel to conduct their duties. Holding a full UK driving licence will be essential due to the geographical mobility the role entails. This is needed for to fulfil the operational requirements of the role. 

Desirable Criteria

Previous undertaking of the Operational Intelligence Course (formerly known as Criminal Justice Levels 1&2) is desirable. 

Recent knowledge and evidence of working within the Criminal Justice, or Tax Compliance environment would be advantageous. 

​Essential Criteria

​Where this is not in place, completion of the above course is mandatory for the successful candidate. 

​The Operational Intelligence Course (OIC) is a residential course requiring successful candidates to be away from home for up to 6 weeks followed by a 12 month pass or fail practical training assessment period. 

​The successful candidate will be required to work collaboratively and flexibly within the team, which at times will involve a degree of flexibility in working patterns.

Stage 1 – Initial Sift Process:

Stage 2 – Interview Process:
