The Office for Health Improvement and Disparities (OHID) in the Department of Health and Social Care (DHSC) drives the Government’s health improvement agenda. Under the professional leadership of the Chief Medical Officer (CMO), OHID leads the development and delivery of the Government’s work to improve and level up health outcomes. This includes cross-government action on the wider determinants of health. Sitting at the heart of DHSC, the work of OHID will shift the focus of the Department, NHS and wider health system, and partners across local and national government and beyond, ensuring that public health, prevention, and health inequalities are prioritised.

The UK National Screening Committee (UK NSC) uses research evidence, in service evaluations and economic evaluation to assess the evidence for screening programmes. This assessment is based upon a set of internationally recognised criteria. These criteria cover the condition, the test, the treatment options and the effectiveness and acceptability of a screening programme. Assessing programmes in this evidence-based way helps to ensure they do more good than harm at affordable cost.

Screening effectiveness team supports evaluation of effectiveness of screening programmes.

Job description

Provide specialised analytical and information management function to the UK National Screening Committee (UKNSC) and the Office for Health Improvement and Disparities (OHID) screening team to inform policy and effectiveness of current and recommended national screening programmes.

Role responsibilities: 

  • Provide specialist screening analytical function to support screening policy, identification of risks and for the constantly evolving assessment of effectiveness of all screening programmes in England
  • Collect, collate, analyse, interpret, present and publish screening information
  • Support and advise DHSC on ad hoc and regular reporting of effectiveness of screening programmes
  • Write and contribute to reports. These reports can vary in length and complexity, and will range from informal summaries to detailed comprehensive reports which may be for internal use, published in peer review journals or shared otherwise in the public domain
  • Actively develop and sustain good relationships with colleagues supporting screening services in NHSE and other stakeholders including charities and researchers
  • Support screening inequalities strategy including the development of metrics focusing on inequalities
  • Support development and review of screening standards
  • Develop and maintain methodology used to assess effectiveness of screening programmes
  • Monitor and contribute to screening related scientific publications in relation to policy and effectiveness of screening programmes in England
  • Support parliamentary correspondence
  • Advise on prioritisation with regards to development and data requirements for national screening IT systems
  • Carry out any reasonable duties in agreement with the line manager

  • Extensive experience of working with and analysing health related data
  • Experience of drafting briefing papers, reports and correspondence including presentation to various audiences
  • Experience of applying analysis to improve policy implementation and design
  • Experience of conducting surveys and consultations
  • Good understanding of screening, epidemiology, and public health
  • Experience in studying samples of population that include healthy and unhealthy individuals
  • Experience of successfully operating in a politically sensitive environment
  • A sound understanding of IG principles, including GDPR and the UK Data Protection Act
  • Ability to analyse complex issues where material is conflicting, drawing on multiple sources
  • Project management experience
  • Excellent communication, both written and verbal

Selection process details

New Entrants to the Civil Service

New entrants appointed in grades AA to G6 will receive DHSC’s modernised terms and conditions:

  • Annual Leave: 25 days on entry rising by one day for each completed year of service to a maximum of 30 days and pro-rata for part-time staff
  • Privilege Leave: 1 day – for the King’s birthday
  • Hours of Work: 37 hours (net) per week for full time staff in all geographical locations, including London and pro rata for part-time staff
  • Occupational Sick Pay (OSP): one month full pay/one month half pay on entry, rising by one month for each completed year of service to a maximum of five months’ full pay and five months’ half pay
