Job description
The Joint Maritime Security Centre (JMSC) is the UKs cross Government organisation for maritime security. JMSC provides expert advice and support to Government (including the Devolved Administrations and Crown Dependencies) on maritime security, including maritime related threat, operational capability and response mechanisms.
JMSC comprises operational, information and assessment elements. The Operations Centre provides 24/7 awareness of the UKs maritime asset distribution and ensures a coordinated and whole-system response to maritime security incidents at sea. It contributes to the integrity of UK waters and the mitigation of threats at sea by informing operational decision making. On behalf of government, The JMSC Operations centre also owns multi-agency Concept of Operations (CONOPs) and delivers a joint exercising calendar. Watchkeepers are a key element of this team.
The National Maritime Information Centre (NMIC) is the multi-agency construct that enables joint operational activity, information sharing and collaboration. NMIC contributes to the UKs maritime domain awareness and understanding of maritime threats at home and overseas. The Assessment Team forms an assessment hub which coheres UK and global maritime security threat intelligence consolidation and orchestrates whole system understanding. Working seamlessly with a range of external organisations, JMSC chairs the NMSC(O) Threat Steering Group. Assessment standards are compliant with the Cabinet Office Professional Head of Intelligence Assessment (PHIA).
JMSC is led by Head JMSC (Hd/JMSC) who is accountable to the Joint Governance Board (JGB), comprising sponsors from Home Office, Department for Trade and Ministry of Defence. They are also accountable to the National Maritime Security Committee (Officials) (NMSC(O)).
As Assistant Director (AD) of the JMSC Sanctions Team, the post holder will be line managed by and report to the JMSC Deputy Director (Assessment), to deliver analysis and understanding relating to Russian activity to avoid sanctions, in accordance with His Majestys Treasury (HMT), Department for Transport (DfT), MoD and JMSC strategic and operational priorities.
The work is at the cutting-edge of cross-Government assessment interest and offers a challenging opportunity to join both collaborative assessment and operational communities and participate in developing and delivering decision-support to the UK Government. The AD will be part of JMSC Senior Management Team be able to lead a small team to research, analyse and provide assessments from across the UK and international communities, to influence and directly inform sanctions enforcement activity.
Responsibilities
The successful candidate will be responsible for:
- Understanding, articulating and helping drive forward His Majesty’s Government’s sanction-related priorities, and in turn, supporting wider business to deliver JMSC objectives.
- Leading, setting the direction for, and managing the JMSC Sanctions Team, providing strong support to the Deputy Director (DD) Assessment across the full range of assessment and operational duties including routine and urgent, high profile or sensitive issues.
- Taking responsibility for engaging, delivering outcomes and handling sanctions-related issues on the DD Assessments behalf.
- Ensuring the provision of high quality, succinct, timely and accurate advice/briefing to DD Assessment, His Majesty’s Treasury, and Department for Transport, to support decision-making and, as required, the broader senior Cross Whitehall leadership team on a range of issues.
- Maintaining an overview of issues affecting JMSC activity.
- Building and maintaining enduring linkages with Russia sanctions-related, policy, operational and intelligence counterparts, both national and international (in coordination with JMSC International and the responsible policy departments).
- Managing two Lead Analysts and three Analysts.
- Building a team that rapidly acquires exhaustive knowledge and understanding of designated topics relating to sanctions against Russia, enabling JMSC to be the centre of excellence for HMG on Maritime Security.
- Drafting and delivering high-quality, standing and ad hoc, Russia sanction-related assessments and presentations.
Please note that not all work patterns can be supported within this role. Successful candidates should discuss work patterns with the vacancy holder ahead of accepting any offer. Due to funding, this role will be offered on a 2 year fixed term appointment only.

- An ability to develop strong stakeholder relationships, both domestically and internationally with a view to building enduring and collaborative analytical partnerships.
- An ability to use creative and critical thinking in analysis and research to support assessments, applying structured methods to explain how verdicts have been reached.
- An ability to articulate thought processes and complex matters in a clear and concise way, visually, verbally and in writing.
- A high level of personal organisation and the ability to collaborate effectively and motivate a team, prioritising activities to deliver a high-quality and timely service when there are conflicting demands.
- Experience of working in a multi-agency environment.

The sift will be held on the behaviour Leadership and the statement of suitability (personal statement). The CV will not be scored.
The statement of suitability will be scored first for all candidates. Those candidates who achieve the minimum pass score for the statement of suitability, will progress to a further sift where the lead behaviour (Leadership) will be scored. These candidates will therefore receive a sift score for both elements. Candidates who fail to meet the minimum pass score for the statement of suitability will not have their lead behaviour (Leadership) scored and will therefore only receive a sift score for the statement of suitability.
