HSE is establishing a new Building Safety Regulator (BSR). Job description

This role will sit at the heart of the new Building Safety Regulator (BSR), and support the creation and implementation of the divisional, sub-divisional and operational quality assurance, governance and risk management framework. You will report to the Operational Quality, Risk & Compliance Lead and will support the establishment and implementation of Risk Management (RMF) and Quality Management Frameworks (QMF) alongside BSR’s policy and operational leaders.  

This is a new role and during years one and two, the post holder will be expected to proactively contribute towards establishing the Quality Management and Risk Management Frameworks as well as setting up new processes and new ways of working for BSR.  From year three, it is anticipated that the QMF and RMF will be fully established and embedded and therefore, the postholders focus will be more heavily based within analysis and recommendations.

    Essential Criteria

    Key Responsibilities:

    • Create, implement and monitor an operational compliance and quality assurance framework.  
    • Coordinate and lead front-line managers in undertaking quality assurance, peer reviews, management checks and quality controls in line with the risk and control framework developed. 
    • Report on quality assurance and compliance. Regularly identifying areas of strength, weakness, improvement and lessons learning. 
    • Develop an Operational Command governance framework to ensure decision making is made at the right level, and decisions are recorded and evidenced.
    • Assess, evaluate and escalate risks to senior stakeholders.
    • Create, maintain and monitor operational risk registers per function. Tracking risk using heat map reporting across the Operational Command.
    • Continuous improvement of new operational processes.
    • Undertake and report on Letter of Assurance activity. 
    • Experience of design and implementation of risk and assurance frameworks in an operational environment.
    • Knowledge and experience of implementing quality and governance processes across multiple operations/departments.

This role will also involve travel to sites across England therefore flexibility to be able to travel when needed for on-site visits & meetings is necessary.  This may include the occasional overnight stay.
