In this fast-paced role, you’ll lead and deliver the co-ordination of consistent communications and engagement planning and messaging in CQC’s engagement with its audiences and support delivery of the organisation’s independent voice. You’ll map and report on a range of high-profile issues affecting CQC and our stakeholders and manage a forward planning grid of CQC Engagement and communications activity. You’ll also develop a programme of insight activity to support the development of CQC’s work and support the delivery of speeches and presentations for senior colleagues across the organisation.

JOB DESCRIPTION

Accountabilities:
Communications and Engagement planning
Manage and drive a strategic communications and Engagement Grid that supports organisational planning for key announcements, publications, speeches and events. To ensure the Engagement Grid is the main planning tool for engagement and communications activities.
Map out changes in the external environment, developing processes and driving culture change for cross-team working. Build relationships and work with colleagues across Engagement, Policy & Strategy (EPS), Data and Insight and Regulatory Leadership to share knowledge to improve Engagement planning and inform horizon scanning.
Advise and guide other teams in the organisation, providing solutions and proposals to ensure that all Engagement planning activity supports the delivery of CQC’s strategic priorities.
Ensure that CQC’s Engagement Grid drives cross-organisation communications and engagement planning and maximises opportunities to engage with all audiences.
Ensure that the strategic engagement grid supports, aligns with and contributes to horizon scanning and CQC’s Independent Voice operating model, working closely with the Editorial and Planning team and colleagues referenced above.
Build close relationships with Engagement teams, to ensure key messages and narratives are developed in line with the needs of audiences.
Contribute to the work of Engagement and drive improvement through Account Management. Support account managers to report their plans effectively to others.
Co-ordinate reporting to Engagement SMT, EPS Leadership, the Executive Team and Board as required.
Procure, manage and use external provision of forward planning information.
Insight reporting
Contribute to the design and delivery of a programme of cross-Engagement insight activity which informs CQC’s regulatory work and our engagement approach, working across the team.
Design and produce regular reports which describe the insight output from Parliamentary Government and Stakeholder Engagement insight activity and make recommendations for their use internally and externally.
Ensure insight from all teams in Parliamentary Government and Stakeholder Engagement feeds into the Independent Voice Model.
Speechwriting and general
To support and advise senior colleagues on speaking engagements and speech requirements and prepare speeches and presentations where needed for senior CQC colleagues, both independently and in conjunction with the wider team.
Work effectively with events, exhibitions, and speaker engagement functions and deputise for the Planning, Events and Speechwriting Manager as appropriate.
Work across the Parliamentary Government and Stakeholder Engagement (PGSE) team as required, to support delivery of team objectives.

Work across the wider Engagement Unit to support strategic engagement planning and delivery, including through Account Management.

Essential Skills and Experience:
Considerable communications and engagement experience.
Excellent verbal and written communication skills including PowerPoint and research skills with a good detail focus
Experience of developing and communicating messages in a complex regulatory environment.
Good understanding of the health and social care environment
Highly effective networker and relationship-builder and comfortable with senior colleagues.
Enthusiastic and proactive.
Project management experience
Excellent time management and ability to work to deadlines
Willing to undertake overnight UK travel when required.
