Job description
Role
- As a member of the Corporate Services Senior Management Team and of the wider TPR SLT and Director group, to lead on the financial, commercial, planning and reporting framework and direction, ensuring appropriate controls are in place and acting as custodian of value for public funding.
- To work closely with Exco and Senior Leaders across TPR on their financial and operational effectiveness and alignment, setting controls appropriate to the risks and assuring their effectiveness.
- Accountable for compliance with internal and external controls and governance, including continuous improvement to align with organisation direction.
- To lead and take responsibility for the functional areas within the Directorate, assuring the effective recruitment, retention, development and management of staff at all levels.
- To work closely with the Corporate Services Management Committee to ensure cohesive leadership and management of the Directorate.
Responsibilities
As Interim Director of Finance, your responsibilities will include:
- Managing external relationships with governance bodies, including DWP, NAO and Cabinet Office
- Internal and external communications
- Being accountable for accurate, timely and well positioned statutory documents
- Driving change initiatives within areas under control
- Input to and alignment with internal governance, e.g., Operations and Portfolio Oversight Committee
- Government spending compliance and adaptability to business need e.g., Spending Controls
- Health and Safety
- Risk management and appropriate and timely mitigations
- Budget and forecast management and financial controls, both within directorate, CS level and organisation
- People management, including succession planning, training, development and wellbeing of reports
- Lead funding discussions internally and with external parties
- Collection, control and reporting of relevant levies and fines
- Effective, efficient, and aligned services, within CS and across TPR.

Essential and Desirable Criteria
Essential:
- Accountancy qualification and experience of its application in a business context
- Advanced knowledge of risk assurance frameworks and risk management and controls
- Successful experience of high-performance leadership in a complex business
- Successful experience delivering and embedding financial strategy and accompanying behaviours
- Experience of working with multiple stakeholders with competing priorities and communicating complex matters to them
- Experience in leading a cross organisation effort to deliver an operational plan, bringing others with you and full assurance of the resulting plan and ongoing reporting
- Experience in the delivery, support and oversight of the Annual Report and Accounts and Corporate Plan with clear KPIs
- Ability to synthesize and analyse a wide range of data in differential formats to develop and articulate clear options and advice
- Ability to work creatively within multiple constraints and expectations e.g., from the Civil Service, DWP and the Board to meet existing and new challenges
- Ability to assess where existing procedures and policies provide a framework and where there is justifiable reason to step outside them
- Adaptability to flex approaches as new challenges arise whilst maintaining clear auditable records of key decisions.
- Ability to translate financial strategy into operational procedures.
- Ability to handle high levels of pressure and critical decision-making with appropriate confidentiality
- Informed understanding and demonstrable experience of how to maintain close control of value for money in a senior public role, whilst approaching the business challenges with innovation and flair
