The Department for Levelling Up, Housing and Communities (DLUHC) is the lead department for HMGs hugely important and high profile Levelling Up agenda. This is a very exciting time to join the department as we are at the heart of the governments central mission, driving forward a programme of tangible improvements in every part of the country as we build back better from the pandemic, and deliver on the peoples priorities.
Local Growth Analysis (LGA) is a multi-disciplinary team of analysts and works across both the Department for Business and Trade (DBT) and DLUHC. The division provides high quality, innovative analysis across a wide range of DLUHC policies focused on Levelling Up. Local Growth Analysis plays an instrumental role in the delivery of the governments agenda on Levelling Up, reducing spatial disparities and local economic growth across the UK.

Job description
The post holder will join the Strategic Spatial Analysis team within the LGA division. The team acts as the governments think tank on spatial issues, by delivering strategic thought leadership, advocating for the spatial perspective within government and acting as a critical facilitator between teams. In addition, as a strategic analysis team, we act as a consultant across a wide range of projects and facilitate the delivery of local growth through bespoke and high-impact analysis. The team has actively shaped the Levelling Up agenda since its inception and the post holder will continue to answer the key analytical questions and inform policy design.
Recent projects in the team include developing the role of Cities in reducing spatial imbalances, delivering English Devolution and Levelling Up Partnerships, as well as realising the Levelling Up Missions, as set out in the Levelling Up White Paper. Given the strategic nature of this role, and the political importance of the policy area, this post is guaranteed to be interesting and wide-ranging, with exposure to senior officials and Ministers across Whitehall.
Key responsibilities:
Workload will be built around the development needs of the job holder, but key responsibilities are likely to include:
Shape Levelling Up policy by delivering think pieces on place-relevant issues, undertaking original analysis using a range of techniques and engaging with stakeholders across and outside of Whitehall, including the OECD, think tanks, academics and local government.
Facilitate the delivery of local growth and Levelling Up, by engaging with teams early in the policy development cycle, acting as a consultant on policy needs and providing bespoke and high-value analysis on high-impact projects.
Work with teams in DBT, DLUHC and across Whitehall to ensure that place considerations consistently are factored into policy development, by ensuring policy is at the necessary spatial scale and is adapted to the objectives of the Levelling Up agenda.
Deliver bespoke spatial analysis, including for example on regeneration and economic shocks. This involves extending existing products within the team, as well as undertaking bespoke and novel analysis to fill evidence gaps.
Task management of an apprentice economist and matrix management of junior analysts for specific projects.

Essential criteria: · Strategic Thinking: The post holder will need to be able to think strategically about how to use data and insights to drive positive change. This will involve being able to identify key areas for improvement, anticipate future trends and challenges, and develop evidence-based recommendations that can help inform policy and decision-making. · Communication Skills: Strong written and verbal communication skills are essential for this role. The post holder will need to be able to clearly articulate complex analytical findings to a range of stakeholders, including policymakers, and analysts. They will also need to be able to work collaboratively with other members of the team, providing clear and concise feedback on analysis and insights. · Proactivity: The post holder will need to be proactive in engaging with analytical and policy stakeholders to achieve maximum impact. This may involve proactively seeking out new sources of data or analytical insights, as well as working collaboratively with other members of the team to ensure that analysis and findings are integrated into policy and decision-making processes. · Analytical Skills: The post holder will need to have strong analytical skills to effectively handle large datasets in Excel or alternative software packages such as R or Python. This will involve being able to clean, transform, and analyse complex data sets, identify trends and patterns, and draw meaningful insights and conclusions from the data.
Professional Membership/Qualifications: This role is only available for those applying for either the Government Operational Research Service (GORS) or Government Statistician Group (GSG). Applicants do not need to be badged prior to application but may be badged as part of the application process.
The successful candidate should hold a degree-level qualification in a field with relevant quantitative or qualitative analysis competencies. For example, in fields such as economics, statistics, operational research, or social research. Here are some additional details on the specific qualifications required: · Statistician: A degree at 2.1 (or above) or an MSc in a subject with substantial statistical content, or equivalent experience, and relevant experience as a professional statistician. · Operational Research: A degree at 2.1 (or above) or an MSc in a highly numerate discipline, or equivalent experience, and relevant experience in operational research.

Candidates invited to interview will be expected to complete an oral briefing exercise as part of the interview process. The oral-briefing exercise is designed to simulate aspects of the job to be performed and provide a second basis for assessing the behaviours and competencies required in the job.
The oral briefing is usually part of the professional requirements as government analytical professions require an oral briefing as part of the entry or promotion process. The briefing will take one of the following forms:
- A prepared on the day presentation to the interview panel which will be followed by questions from the panel. You will be provided with all the information to use for your presentation on the day of your interview. You will be given up to 45 minutes to read this information and prepare your presentation.
OR
- You will be provided with a question in advance of the interview and asked to prepare a presentation of a specific length addressing this question. This presentation will be followed by questions from the panel.
Candidates invited to interview will be given full instructions on the presentation being used.
The presentation will be followed by a 45 minute competency based interview.
Candidates who are not members of a government analytical profession may also need to pass an entry test for their profession as part of the selection process.

Government Operational Research Service (GORS):
2:1 in a numerate degree (the rule of thumb is that at least 50% of the studied modules must have mathematical content).
Applicants with a 2:2 degree may be accepted but they must show wider skills and experience relevant to Government OR. For instance, a Masters qualification in OR would be considered sufficient evidence of the wider skills and experience that we are looking for.

- The salary for this role is £43,840 (London) or £39,884 (National).
- For existing civil servants, the usual policy on level transfer and promotion will apply and is non-negotiable.

Should your agreed starting salary for this role be different, the average employer pension contribution will be calculated accordingly. Internal Fraud Database
The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
