Defra Group Property (DgP) manages the provision of facilities management services to Defras executive agency; the Animal and Plant Health Agency (APHA). APHA uses a wide range of specialist facilities as part of its aims to safeguard animal and plant health for the benefit of people, the environment and the economy.
These specialist facilities include bio-containment laboratories across the UK with the main laboratory campus being located at Weybridge. The Defra Weybridge site is the largest facility in terms of size and complexity across the Defra network and is currently going through a process of major investment (over £1b) and redevelopment in order to enhance its scientific capability.
The site is at the forefront of research and diagnostic testing for animal and zoonotic diseases and leads on disease outbreak response for Defra.
The DgP Technical Services team at Weybridge fulfils the role of Intelligent Client Function (ICF) for FM services across DgPs Science Estate. The Weybridge site has an outsourced hard and soft FM contractor.
We are seeking a Small Works Manager with Facilities Management or Construction experience to ensure timely and quality delivery of projects. You will be responsible for ensuring satisfactory governance for procurement and delivery for all small works including repairs, refurbishment and additional minor projects. You will also be responsible for:
- Overseeing projects from concept to completion
- Assisting stakeholders to define their requirements and specification
- Working with the FM contractor from the tendering process to award
- Coordinating delivery of projects with stakeholders
- Ensuring quality and value for money are delivered
- Liaising with Capital Projects to ensure delivery does not impact site operations
- Interface with the FM contractor to coordinate shutdowns facilitating a seamless operation for our stakeholders

Key Responsibilities
- Managing the Business Case Pro-forma (BCP) process for site maintenance requirements, safety or operational process improvements
- Tracking revenue around BCPs
- Sponsoring works through Change Control Process
- Reviewing the FMs quotes, ensuring theyre competitive and value for money
- Verifying that the quality of delivery is to an acceptable standard
- Assisting with the preparation of User Requirement Specifications (URS)
- Acting as the operational interface as required between Operations and Capital Projects and stakeholders for all small works activities
- Managing the delivery of works through our delivery partners ensuring they meet the specified requirements and are of sufficient quality that it is fit for purpose
- Managing the overall programme of small works ensuring that they are delivered to agreed timescales
- Managing proactively the forecast of the financial spend, ensuring the known accrued position at financial year end; and
- Providing regular reports

Key Criteria
Successful candidates will be able to demonstrate the following skills & experience:
- Relevant experience as a Small Works Manager in FM/Construction or Engineering
- Experience of preparing and reviewing contract documentation and the administration of contracted works
- Excellent Project Management skills with the ability to manage multiple small projects concurrently
- Good Stakeholder Management skills
- Excellent communication skills both written and verbal; and
- H&S and Environment related qualification (e.g.SMSTS)

Sift
Should a large number of applications be received, an initial sift may be conducted using the CV.
Candidates who pass the initial sift may be progressed to a full sift, or progressed straight to assessment/interview.
Sifting will take place w/c 16 October.
Interview
If successful at application stage, you will be invited to interview where you will be assessed on experience, behaviours and strengths.
Interviews will be in person in Weybridge and are expected to take place w/c 30 October, but may be subject to change.
A presentation or additional exercise may also be assessed.
Location
Please be aware that this role(s) will be contractually based in a Defra group workplace/office. The successful candidate is required to carry out all their duties from a UK location, and cannot do so from an overseas location at any time.
The position will be located in Weybridge, you would be expected to be on site in Weybridge 4 days a week. Travel to other sites may be required.
Travel and subsistence will not be paid for travel to a base office location.
Reserve List
A reserve list may be held for a period of 12 months from which further appointments can be made.
Salary
New entrants to the Civil Service are expected to start on the minimum of the pay band. The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.
