Job summary

As the Risk Manager within the Planning Inspectorate, you will offer expert guidance on issues including risk, fraud prevention, assurance, and business continuity as the main point of contact for all operational governance issues.  You will line manage the Risk and Business Continuity officer and work with them to proactively scan for new risks, assess their impact, find potential mitigations, and establish risk appetites.  You will prepare and deliver reports and presentations to senior managers and directors in settings including the meetings of the Audit and Risk Assurance Committee and the Executive Team.

Job description

We are looking for someone who can demonstrate the following:

  • Significant experience of operational risk management.
  • Hold, or willing to work towards relevant professional qualifications.
  • Ability to build effective relationships whilst providing robust challenge.
  • Ability to influence and motivate.
  • Excellent communicator who is comfortable in presenting to senior management.

In this challenging and varied role you will work across the whole organisation supporting all aspects of the business.  Your working week could see you discussing emerging risks with a senior manager responsible for operational delivery and assisting them in identifying mitigations.  You may review the effectiveness of previously implemented mitigating actions, making recommendations to the Audit and Risk Assurance Committee, or you may write an intranet article for all staff to raise awareness.  You may review procedures to identify potential weaknesses to fraudulent activities, or you may test a business continuity plan.  In all activities you will work to gain an in-depth knowledge of the business, maintain effective relationships with risk owners and be vigilant, adapting quickly to changing circumstances.

Person specification

Essential Criteria

  •  Professional qualification/ part qualification, or significant experience in risk discipline (eg IRM diploma, internal audit or finance qualification) (or willingness to work towards professional qualifications within a reasonable period) and associated professional body membership.
  • Significant experience of operational risk management (including designing and delivering training/ workshops), with a good understanding of government/audit requirements, and how these apply.
  • Proven track record in identifying, managing and tracking risks and successfully challenging/influencing key stakeholders within the organisation to develop appropriate mitigations and actions.
  • Ability to foster a pro-active, dynamic approach to risk management which strengthens the control environment.
  • Effective relationship/stakeholder management skills with the ability to persuade, influence and motivate others to engage actively in risk.
  • Experience of relevant operational governance and internal control standards.
  • Excellent communication skills including report writing and presentation skills to a senior audience including external stakeholders.

Desirable Criteria

  •  Experience leading business continuity planning and counter fraud work.
