Job summary

NCHQ SEO DGSA is to act as the principal Navy Dangerous Goods Safety . Deliver assurance to shore-based Navy establishments through an appropriate mix of Self-Assessment reports (1LoDA) and Physical Audits (2LoDA) executed against extant legislation and MOD/NC policy

This position is advertised at 37 hours per week.

Job description

Key Tasks:

 

  1. Policy, Governance & Assurance

 

  • DGSA. As delegated by 2SL act as the DGSA for NC to provide Dangerous Goods Safety Advice to the TLB DG network.  Applicants must hold the DGSA qualification and have suitable knowledge, skills and experience to exercise it.

 

  • Policy. Responsible for maintaining single Service Mov & DG policy in accordance with defence regulations.

 

  • DG Audit Programme. Develop a coherent audit programme of all NC

establishments and units making efficient use of staff resources to ensure all are subject to 1LoDA annually and 2LoDA as required. 

 

  • Audit Reports. Staff check and issue all NC DG audit report findings

highlighting notable weaknesses and trends to chain of command, Operational Duty Holders (ODH) and Chief Environmental Safety Officer’s (CESO) Organisation as appropriate.  Use report findings to prioritise and develop future audit programmes.

 

  1. Technical Advice: Provide technical advice to NC staff and units on:

 

  • Matters relating to the NC operation, control and use of Dangerous Goods.

 

  • Movement of hazardous materials. Conduct periodic assessment of ADR.

 

  • Hazmat training delivered in NC units to provide assurance of training.

The post holder is to ensure that the principles of Investors In People (IIP) are embodied in the working practices of the Land Logs or which they have responsibility, paying particular attention to the provision of suitable training.  Within the Branch, this is to include induction training, agreeing and setting individual targets, conducting staff appraisals and obtaining feedback on the value of all training undertaken by staff.

    An apprenticeship is a combined package of work and training.     Professional qualifications can be achieved through an apprenticeship and range from Level 2 (equivalent to 5 GCSEs), Level 3 (equivalent to 2 A Levels), and Levels 4 -7, which can give you a foundation degree, a full Bachelor’s degree, or a Master’s degree.

     

    Apprenticeships normally last between 12 months – 3 years, depending on the level of the apprenticeship.

    Anyone can undertake an Apprenticeship and everyone, regardless of age, can benefit from developing their skills in an accredited way.

    Successful candidates can discuss their development options with their manager when in post.

    External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
