Job summary
Navy Force Generation (FGen) is responsible for the generation of Naval Force Elements including the management of Portsmouth and Plymouth Naval Bases and their associated Dockyard Ports. Port Operations (Compliance and Assurance) (PO(CA)), led by Captain Port Operations (Capt Port Ops), independently audits, and assures the safe operation of MoD Ports, Harbours, and Marine Facilities in accordance with Defence Maritime Regulations and the Port Marine Safety Code (PMSC). Capt Port Ops acts as the Designated Person, within the PMSC, to the Accountable Person (PMSC Port Duty Holder) for nominated MoD Ports, Harbours and Marine Facilities within the following TLBs/HLBs: – Navy Command o Force Generation Directorate o Submarines Directorate o People and Training Directorate o United Kingdom Commando Force – Army Command – United Kingdom Strategic Command o Overseas Bases o Permanent Joint Headquarters o MAB – Oil and Pipelines Agency – DE&S o Defence Munitions PO(CA) acts as a Duly Authorised Organisation (DAO), on behalf of the Defence Maritime Regulator (DMR) under a formal charter, for the conduct of 2nd Party Assurance throughout Defence. Job description
Job Purpose – background and context:
The Port Operations HSEQ Advisor (Port Ops HSEQ) provides subject matter expertise to Captain Port Operations on matters of functional occupational health, safety, and environmental protection (HS&EP), liaising with the Force Generation Directorate Environmental Safety Advisor to ensure coordination and coherence of HS&EP tasks and deliverables, support awareness and sharing of best practice, and facilitate collaboration both across the directorate, wider across Navy Command TLB and more broadly across the MoD and the Defence Enterprise.
As part of the PO(CA) team which is a Duly Authorised Organisation (DAO) working under a Charter issued by the Defence Maritime Regulator, Port Ops HSEQ contributes to the planning, execution, delivery, and reporting of 2nd Party Assurance Audits of 30+ Defence Marine Facilities in the UK and globally. PO(CA) also provide advice and support to units on compliance with Defence Maritime Regulations and the Port Marine Safety Code (PMSC).
Authority:
Port Ops HSEQ is authorised to liaise directly with appropriate internal and external authorities, both within and outside the scope of Navy Command in pursuit of HSEP objectives, tasks and outputs. This includes direct liaison with Navy Safety Centre, CESO RN, Force Generation Directorate Environmental Safety Advisor, Defence Regulators, Ports Industry Associations, HSEP SMEs and focal points within FGen, other Navy Command 2* areas, other TLBs and Industry Partner organisations.
Responsibilities:
1. Support the primary output of Port Operations (Compliance and Assurance) through the planning, preparation and delivery of programmed 2nd Party Assurance Audits for MoD Ports, Harbours, and Marine Facilities, including the production and review of Advisory Visit and Assurance Audit reports. 45%
2. Provide HSEP advice and subject matter expertise to the Port Operations (Compliance and Assurance) team and to personnel employed within MoD Ports, Harbours, and Marine Facilities. 25%
3. Enable information sharing and development of good practice across MoD Ports, Harbours and Marine Facilities through the publication and promulgation of the Port Operations Monthly Bulletin and by supporting the delivery of Kings Harbour Master Forums and Defence Ports Forums. 10%
4. Represent Port Operations (Compliance and Assurance) as necessary within Navy TLB and wider MoD HSEP working groups, including the Commercial Diving Safety Working Group (CDSWG), Navy Safety and Environmental Working Group (NSEWG) and Naval Bases and Harbours Explosives Safety Working Group (NBHESWG). 10%
5. Manage Port Safety Information Systems that are administered by Port Operations (Compliance and Assurance) and provide routine reports and analysis to Captain Port Operations on the state of MoD Ports, Harbours, and Marine Facilities. 5%
6. Act as the MoD Liaison to the Port Skills and Safety organisation and Force Generation Logistics Division HSEP lead. 5%

- Knowledge and experience of incident reporting systems and their application to produce HS&EP management information.
- Understanding of key HSEP legislation, Defence Regulations and HSEP Policy.
Technical:
- NEBOSH General Certificate; or an equivalent Level 3 Qualification
- HSEP 1.1 Management of HSEP in Defence HSEP Practitioner
- HSEP 2.1 and/or 3.1 Providing HSEP Advice and Support HSEP Practitioner

The post does not offer relocation expenses.
