Job summary

The Assistant Director, Strategic Finance, Risk and Reporting will report directly to the Finance Director.

Job description

The position has five direct reports and will involve significant liaison with and support to Board members and senior leaders within GLD.

 Key tasks are to:

  • Lead and manage the Strategic Finance, Performance and Reporting team in providing a high-quality service including ensuring that the team is appropriately resourced, structured and developed;
  • Lead the development and implementation of GLD’s Finance Strategy including ownership and delivery of GLD’s fee model and leadership and line management of the Finance Business Partners
  • Lead the development of GLD’s approach to risk management, ensure that the risk management framework operates effectively and provide risk reporting and support to the Audit and Risk Assurance Committee, the Board and the Executive Committee.
  • Lead the development and provision of performance reporting, with associated analysis and insight, to the Board and its sub-committees.
  • Lead and support the development, provision and use of management information throughout the organisation including the extraction, analysis and reporting of information to the senior leaders, clients, central government and other stakeholders
  • Lead the financial assessment of business cases and support and advise the Investment Portfolio and Change Committee on those aspects;
  • Provision of input to the Annual Report and Accounts for the Performance Report and the Accountability Report (the Governance Statement) 
    • Lead the delivery and the support the development of the annual Client Satisfaction Survey (one of GLD’s key performance measures)
    • Ensure GLD meets its Statutory, Parliamentary and Central Government obligations for financial matters through delivery of central government requirements on transparency.

    The post holder will also contribute to financial initiatives across the Department.

    Essential criteria

    • Qualified CCAB or CIMA Accountant.
    • Critical strategic thinking, including the ability to use evidence, appraise options and work with senior stakeholders to develop our finance strategy and, implement and improve our fee model, performance reporting, risk management and the use of management information.
    • Strong leadership, interpersonal skills and authority, and an ability to successfully foster and manage relationships between own team and other areas and communicate with senior leaders and stakeholders.
    • Good understanding of risk management

    Desirable criteria

    • Experience of developing risk management in a public sector setting.
