Job summary

We are recruiting senior analysts to work in our Immigration System Statistics and Refugees Analysis & Insights team – at the heart of a fast-paced, high-profile, and varied topic area.

Job description

There are three roles currently available for Operational Researchers or Statisticians across the team and a separate advert has been placed for those interested in joining the Government Statistics Group (GSG) – ref 317046. Please note applicants will be appointed in merit order across both campaigns and successful candidates not initially offered roles will be placed on a reserve list. You are welcome to apply for more than one profession if you meet the eligibility criteria.

Post 1: EU Settlement scheme (EUSS) and Managed Migration team

The successful candidate will have excellent team working and stakeholder engagement experience, as well as sound analytical and coding skills. 

As the successful candidate, you will have the opportunity to work in a stretching role developing your technical skills and gain wider stakeholder engagement experience. You will have the opportunity to explore new datasets and produce innovative analysis.

Key responsibilities include:

•    Developing new and innovative analysis to support the development of EUSS and wider visa policies. This will include developing data matching methods.
•    Overseeing the quarterly EUSS publication, with the opportunity to brief Private Office, Press Office and policy officials on developments in the statistics.
•    Engaging with stakeholders within and outside of the Department to understand issues and concerns and ensuring statistics and analysis inform the debate.
•    Leading work to transform the Department’s ambition to use new and innovative technology to make better use of data. This includes developing reproducible analytical pipelines. 
•    Responding to statistical queries relating to the EUSS (for example Parliamentary Questions and Freedom of Information Requests).
•    Line management of a small team.

Post 2: Immigration Systems and Borders Analysis team

The successful candidate will have strong coding skills and the ability to communicate complex data and analysis to stakeholders.

As the successful candidate you will have the opportunity to work in a stretching role at the heart of the most topical and important issues in migration. Your work will be varied, and your analysis will make an impact across government. You will have the opportunity to analyse one of the richest datasets in the migration space.

Key responsibilities include:

 •    Developing new and innovative statistical methods and analysis to support key policy priorities. Recent examples include the response to the Ukraine crisis and evacuations in Sudan.
•    Supporting the Office for National Statistics (ONS) in developing their population and migration statistics.
•    Leading the development of a borders and immigration data matching system. Ensure its potential to provide cutting-edge analysis is realised and maintaining the quality of the underlying data system.
•    Overseeing the annual Migrant Journey publication, and supporting wider work to develop the analysis provided in a number if migration statistics publications.
•    Working with stakeholders to understand key priorities and supporting these with the analysis produced by the team.
•    Line management of a small team.  

Post 3: Refugee and Irregular Migration Analysis team

The successful candidate will have strong coding skills and experience working with complex datasets.

As the successful candidate you will have the opportunity to work on a high-impact data linking project, working closely with other government departments to produce innovative longitudinal analysis.

Key responsibilities include:

 •    Developing new and innovative analysis of the Refugee Integration Outcomes (RIO) dataset to provide insight into longitudinal outcomes for refugees
•    Leading the development and drafting of analysis reports on RIO for publication
•    Supporting the governance of the project, ensuring senior stakeholders are sighted on progress of the project and analysis 
•    Managing the external evaluation contract for the project
•    Engaging with stakeholders within and outside of the Department to understand issues and concerns and ensuring statistics and analysis meet stakeholder needs.
•    Line management

Due to the nature of the work, these roles are full time only.

Hybrid working enables employees to work partly in their workplace(s) and partly at home. This role can be based in London, Croydon or Sheffield, with the option of hybrid working (up to 60% of time spent working from home). Applicants can discuss what this means with the vacancy holder if they have specific questions.

Eligibility

These roles are open to both external candidates who meet the requirements and existing Government Operational Research Service (GORS) members. If the latter, please indicate clearly on your Statement of Suitability that you are a current badged member of GORS and for which department you currently work.

For external applicants, civil service badging is used to designate people presently employed in the Civil Service who meet the criteria for that profession at a particular grade level. If you have analytical skills but no formal Civil Service analytical profession badging, you are most welcome to apply. Successful applicants will become badged members of the profession. Applicants must meet the qualification requirements for the profession as set out below.

Person specification

Essential criteria

•    Candidates must meet the qualification requirements for GORS (see ‘qualifications’ section below)
•    Strong coding experience (SQL, R and SAS preferred)
•    Strong at communicating technical concepts to a wide range of technical and non-technical audiences, including senior leaders
•    Experience of working as a part of a team to deliver analytical work with impact and at pace
•    Experience of delivering innovative and ground-breaking analysis on time, to meet user needs
•    Experience in stakeholder engagement  

Desirable criteria

•    Experience of contributing to statistical production (including Official Statistics products)
•    Experience of working flexibly across teams (including in other departments), with a variety of stakeholders and across locations
•    Experience of line management 

Recruitment and Retention Allowance (RRA)

Successful candidates will be eligible for an annual RRA of £2,000. This allowance is subject to review and could be reduced or withdrawn at any time.

Qualifications

To be eligible to apply to GORS, you should have at least a 2:1 in a numerate degree (the rule of thumb is that at least 50% of the studied modules must have mathematical content). Applicants with a 2:2 degree may be accepted, but they must show wider skills and experience relevant to government OR, or for instance, a Masters qualification in OR.

Sift and Interview dates

Sift is expected to take place from 26th October 2023.

Interviews are expected to take place week commencing 20th November 2023.
