Job description

We look forward to reading your application for the role of Firearms Licensing Assurance Manager.

The selected candidate will lead the development, implementation and maintenance of a national regulation strategy, related assessment criteria and auditable processes and procedures for the accreditation of policing units and standardised training and professional development, to provide stakeholder and public reassurance of consistency in application of ethical, legally compliant and safe firearms licensing practice.

Person specification

Some of your responsibilities will include:

•    Developing effective working relationships and engage with key stakeholders and user representatives in policing and related organisations to develop, advise, guide and share understanding of accreditation for firearms licensing activities.
•    Lead firearms licensing practitioners through a firearms licensing development working group to continually review, revise and update Firearms Licensing APP, curriculum, training and professional development to ensure they remain up to date, reflect best practice and nationally support and guide the effective delivery of firearms licensing.
•    Developing, implementing and leading ongoing accreditation scheme for force firearms licensing units evidencing compliance with regulatory and APP requirements. Establishing robust processes and determining and communicating data requirements, to facilitate consistent, meaningful audit and evaluation of police forces and/or learning providers.

To be successful in this role you’ll need:

•    A Degree or equivalent Level 6 qualification or extensive equivalent subject matter expertise 
•    A Formal qualification in evaluation, inspection and/or quality management, or relevant equivalent experience 
•    Recent, extensive experience of leading firearms licensing activity within a police force or managing a firearms licensing unit.
•    Proven experience of driving improvement in firearms licensing within policing by working with internal and external stakeholders in positions of influence
•    Proven ability to quickly build rapport creating strong, effective, credible and successful partnerships with the ability to negotiate and facilitate positive outcomes, giving challenging feedback to senior stakeholders

This role is a designated homeworking role and will entail regular travel throughout the UK, including overnight stays, to visit and review forces.

This role is available for 2 years as a secondment opportunity to:

•    colleagues employed directly by the College or the Civil Service. Please note you will be required to obtain the written support of your line manager prior to submitting your application.

•    serving police officers substantive in the rank of Chief Inspector, or those officers suitably qualified for temporary promotion in the rank of Inspector. All applicants must have the support of their Chief Officer which must be of NPCC rank, i.e., CC, ACC or DCC and this must accompany an application.

•    serving police staff at the equivalent rank of Chief Inspector who have their chief officer’s approval. Chief Officer’s approval must be of NPCC rank, i.e., CC, ACC or DCC. Approval for a secondment must accompany an application.

Central service conditions may apply for police officers and staff.
