Job description
Strategy, Planning and Budget
Strategy, Planning and Budget operates at the heart of the Treasury to develop the Departments overall strategy and business plan, assess performance and risk, and help deliver its objectives with a large, flexible project team who work on ministerial priorities across the whole range of the departments policy responsibilities. We also co-ordinate the Chancellors annual Budget, the Finance Bill and the Treasurys tax strategy, as well as coordinate the Treasurys responses to the COVID-19 Public Inquiry and provide support to ministers and officials who are Inquiry witnesses. SPB also promotes excellent policymaking across the department and houses the Darlington Leadership Team, which works to ensure the successful delivery of the Darlington Economic Campus (DEC).
The Team
The Covid Strategy and Inquiry Team lead HM Treasurys engagement with the UK Public Inquiry into the Governments Covid-19 Response. HM Treasury played a central role in the response to the pandemic, and it is a Departmental priority to engage with the Inquiry openly, constructively and efficiently.
This role offers a unique opportunity to work at the heart of HM Treasury on a strategically and historically important issue. You will be supporting the Second Permanent Secretaries and Executive Management Board on one of their key priorities.

About the job
We are recruiting for one Range D (HEO/SEO equivalent) to join the team. We work flexibly to manage shifting priorities and to help team members develop a breadth of skills, knowledge and experience. However, the successful candidate will lead on all aspects of the disclosure of HM Treasury information to the Inquiry, for example advice provided to HM Treasury ministers during the response to Covid.
This role provides unique opportunities to play an important part in a high-profile public legal process which is likely to shape the governments future work on health, and other, crises. As well as the satisfaction of being involved in such work, through this role you will be able to demonstrate your ability to deliver tangible outputs and work well with a range of stakeholders. This includes extensive working with lawyers, a wide variety of policy teams, and senior leaders. Throughout, you will be well supported in a friendly and encouraging team environment.
Disclosure coordinator
This role would be perfect for someone who has a project management attitude and enjoys getting involved in delivery of operational processes, including finding ways to improve these. It also calls for problem-solving skills, communication skills and good judgment. The successful candidate will be someone who can see the big picture without forgetting the important details. They will be organised and comfortable with adapting their approaches as necessary.
Key accountabilities for this role will be to:
- Lead effective implementation of our disclosure strategy. This includes managing responses to requests for documentary evidence from the Inquiry from start to finish, working with stakeholders to ensure relevant evidence is reviewed and disclosed in a timely manner;
- Liaise with our legal team to ensure that they have everything they need to represent HMT effectively and that they are providing the legal advice and support we need;
- Liaise with and support fellow team members and wider policy teams in HM Treasury at each stage of document review and clearance, making sure materials have undergone the appropriate checks and issues are highlighted;
- Assist the team to support senior officials and Ministers in giving evidence to the Inquiry. This will provide opportunities to work closely with senior officials across the department in preparing and making accessible relevant evidence;
- Own key relationships with technical experts relating to HM Treasurys records, including HMTs Knowledge and Information Management team, IT service provider, and our external eDisclosure supplier (who provide the platform for disclosing materials to the Inquiry);
- Play an active role in the team’s broader project and process management i.e. project timetables, risk register, lessons learned, issues log, etc.
Contribute to corporate activities that help make the team a great place to work. Current workstreams include: Wellbeing & Social, Diversity & Inclusion, Learning & Development and Information Management there is lots of scope to show leadership in these and other areas.

Selection process details
HM Treasury currently operate a merged grade at Range D, combining the Civil Service Higher Executive Office (HEO) and Senior Executive Officer (SEO). HM Treasury are in the process of evaluating all Range D roles to define them in line with the HEO and SEO standards so that we align with other departments. Existing HEOs/SEOs that are successful through this campaign will retain their grade on transfer, but their role may be subject to evaluation.

Eligibility Statement

Individuals appointed to the Treasury Group will be subject to National Security Vetting. To allow for meaningful checks to be carried out applicants will normally need to have lived in the UK for at least 3 out of the past 5 years. A lack of UK residency in itself is not always a bar to security clearance but the Department will need to consider eligibility on a case by case basis using all information that can be obtained following a successful application.
Everyone working with government assets must complete Baseline Personnel Security Standard (BPSS) checks.
For many roles, security clearance is also required. Successful candidates must meet the security requirements of the role before they can be appointed. The level of security clearance required for this role is Counter Terrorist Check (CTC)
