Job summary

The Housing with Care and Support Division oversees policies that impact and aim to improve places to live for some of the most vulnerable people in our society, covering supported housing, domestic abuse and home adaptations policies.  

 We are looking for a proactive, ‘go- getter’ to join us in the small and friendly Home Adaptations Policy team to lead on Disabled Facilities Grant (DFG) policy and distribution of DFG funding, which contributes to the cost of adaptations so eligible people of all ages and tenures can live safely and independently at home. Since 2010 Government has invested over £5.4billion into this locally administered grant (2010-11 to 2022-23).  This role will also cover contract management/ re-procurement of the national body of DFGs and home improvement agencies, currently Foundations, which provides crucial support to local authorities in England to deliver DFGs and meet their legal requirement to provide adaptations for those who qualify for a DFG.  

This role will also support coordination of the department’s input into disability and wider related health policies. You will have the opportunity to work with teams across DLUHC and Government to help feed into high priority work on improving the lives of vulnerable people, including the Disability Unit led 2021 National Disability Strategy and 2023 Disability Action Plan and DHSC led Autism Strategy, Mental Health Plan and Acquired Brain Injury and Downs Syndrome workstreams.

Job description

This SEO role will involve close engagement with DHSC who are responsible for DFG funding and with the national body for DFGs and home improvement agencies. The successful candidate will have a chance to support some of the most vulnerable people in society by ensuring the DFG is delivered efficiently and effectively across England by working with a wide range of stakeholders across Government and the third sector. It will also involve working closely with housing teams across the department whose policies areas relate to adaptations such as building regulations, planning, social housing, and private rented sector colleagues. In the longer term, there will also be an opportunity to work with DHSC on consulting on potential DFG reforms including raising the DFG upper limit of £30,000 per application, reviewing the means test and updating the DFG funding allocations methodology.  

We encourage thinking creatively on improving the delivery of the DFG so the SEO will have a chance to shape the work of the team. 

 The successful candidate will report to the G7 home adaptations policy lead and will lead on DFG policy including: 

  • leading on the provision of timely advice and/or briefing on the DFG to Senior Officials, Ministers and colleagues as required.  
  • allocating and distributing DFG capital funding to local authorities in England, working with DHSC to ensure smooth and timely transfer of funding 
  • contract managing the national body for DFGs and home improvement agencies. 
  • review the current contract and progress the procurement of a new contract for a national body of DFGs post March 2024 
  • Review and deliver the annual DELTA questionnaire for local authorities around their local delivery of the DFG, working with the national body to ensure an excellent response rate and headline analysis 
  • Work closely with DHSC to prepare for fiscal events and in the long term on consulting on DFG reforms 
  • supporting with the coordination of DLUHC’s input into commissions relating to disability policies, and thinking creatively about ways we can improve the DFG to improve the lives of older and disabled people 
  • working with colleagues across the Department, to brief the DLUHC Ministerial Disability Champion on Departmental policy which impacts disabled people. 
  • managing key stakeholders in the wider home adaptations sector, including e.g. County Councils Network, District Councils Network, the Association for Adult Social Care Directors, Age UK, and organisations that represent disabled people.  
  • Leading on DFG related correspondence responses

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
