The Emergency Preparedness and Health Protection (EPHP) Directorate, within the Global Health and Health Protection Group, plays a vital role in preparing for and responding to all types of national incidents, such as disease outbreaks or terrorist attacks. This busy Directorate leads a great range of policy, covering everything from infectious disease planning and response including Ebola and pandemic flu, to health security, anti-microbial resistance, vaccination and immunisation policy, and counter terrorism preparations and response.
The PMO Officer will play an important role in the Pandemic Preparedness Strategy and Portfolio (PPSP) branch in the EPHP Directorate. PPSP leads on the development of a new capabilities focused strategic approach to pandemic preparedness, learning from previous pandemics; and strategy implementation through the development and delivery oversight of the Pandemic Preparedness Portfolio (PPP), working closely with the UKHSA Centre of Pandemic Preparedness and Programmes across DHSC, UKHSA and NHSE.
This role sits on the G6-led Portfolio Governance, Assurance and Risk team and will support the delivery of an effective governance approach for the PPP. Working with stakeholders across DHSC, UKHSA and NHSE the role will be delivering a high performance Secretariat function for the PPP Board , including commissioning and collating information, agendas and minutes and the overall organisation of the Board meetings. The role will also commission and manage the Board reporting, and continue to develop and adapt this to provide effective oversight and assurance of the delivery of the PPP.
Job description
Within the PPSP team this role reports to the SEO Governance and Reporting Lead and will work closely with the wider team, which is also responsible for pandemic preparedness strategy and cross-government engagement.
This is a varied and challenging role, and the postholder will be expected to quickly get to grips with a variety of policy and delivery areas under the Pandemic Preparedness Portfolio. The role requires flexibility and close co-operation with strategic planning and policy colleagues to gain sufficient understanding of the key areas of delivery. As a PMO Officer, you will be central to the delivery of the portfolios priorities and will work closely with Programmes in the portfolio to ensure timely and quality reporting returns for the Pandemic Preparedness Board, and to propose and commission papers for the Board that will support prioritisation and assurance of delivery for the Portfolio.
This role requires a highly organised person who can be flexible with the support they offer to the wider team. You will have the skills and experience to enable you to plan and organise effectively a senior Board, influence shape of the meeting agendas, record accurate minutes, agreed actions/risks/issues and have the ability to communicate effectively at all levels. This exciting role will offer experience working with a variety of senior stakeholders both inside DHSC and opportunity to support work in the heart of future pandemic preparedness.

Role Responsibilities:
- Supporting the set up and maintenance of effective governance and reporting for the Pandemic Preparedness Portfolio, including managing the Secretariat for the Portfolio Board
- Delivery of a high performing Secretariat function including in engaging widely and collaboratively with all the key stakeholders, excellent drafting of papers and minutes, recording and follow up of actions
- Supporting regular engagement with Programmes in the Portfolio to ensure good understanding of delivery of plans and to identify areas for improvements.
- Design and run an effective reporting process and associated products, ensuring it is proportionate and supports the Board to oversee the delivery of the PPP
- Monitor and analyse information, reporting progress, slippage, dependencies and highlight areas of risk and opportunity
- Manage production of governance reports, including delivery progress updates, risk and issues registers, and high-level summary papers for senior stakeholders or briefing on Portfolio progress for senior stakeholders
- Support assurance activities, for example internal reviews and lead on inputs to reporting to other Boards or governance processes in DHSC
- Supporting effective information and data management and ensuring appropriate maintenance of portfolio records.
Key Skills:
- Good written and verbal communication and ability to present complex issues clearly in a range of formats including Word and PowerPoint.
- Excellent organisational skills, including an ability to be self-starting and to balance and prioritise competing priorities to delivery on tight timescales or respond to urgent requests
