About The Role

As a Learning and Development Manager you will work within DDaT Business Operations, which is a cross-cutting function that supports DDaT and DBT corporate services to enable teams to effectively deliver on crucial public facing projects. The Business Operations team is integral to project delivery and supports delivery teams in several ways including providing governance, assurance, finance, commercial, recruitment, capability, and project delivery best practice.

This is an exciting opportunity to join an inclusive and high performing Capability Team. You will support and provide a service to all within DDaT. We are a highly motivated team that works closely with stakeholders and delivery partners to deliver Learning and Development opportunities and solutions to continually increase individual and organisational capability. Providing a quality service is critical to us. We take pride in ensuring we are up to date with current learning trends and actively seek out learning solutions that provide an inclusive learning offer for all our DDaT colleagues. 

This role is available in seven UK locations and can only be worked from within the UK, not overseas. Most DBT employees will be working a hybrid pattern, spending 2-3 days a week (pro rata) in the office on average. Changes to these working arrangements are available in certain circumstances but must be agreed with the vacancy manager and in line with the requirements of the role and can only be discussed with successful candidates. Travel to your primary office location will not be paid for by DBT, but costs for travel to an office which is not your main location will be covered.

Job description

Responsibilities     

The role is responsible for supporting DBT DDaT’s learning and development ambitions to offer the best learning opportunities for all and to build a culture of learning.

  • You will be responsible for procurement, tracking and approvals of learning, ensuring that learning budget availability. Working proactively to provide administrative support that helps implement and deliver learning solutions working with DDaT Heads of Profession, leads and central government.
  • Working with our learning systems and platforms, for example Microsoft Office tools including SharePoint, data visualisation like Quicksight and our learning management system, currently Totara. Do not worry if you are not familiar with those systems, you will be supported in learning them.
  • Continuously improve our processes and implement new ones when necessary, working with Capability Leads and the Senior Learning Designer, DDaT teams, external suppliers and partners and any other stakeholders to maximise learner access and experience.
  • Maintain learning provision, scheduling and promoting workshops, digital solutions, and other development resources. Work with the team to respond to commissions from internal channels and central government. Work with information security and cyber security colleagues and policies when procuring larger scale learning provision like learning platforms.
  • Provide consultancy to DDaT colleagues on learning and development and general learning enquiries. Communicate through a variety of different mediums including virtual and face to face meetings, presentations, user testing to ensure learning resources are widely publicised and utilised.
  • Evaluate learning interventions to ensure the right solutions are in place to build capability. Accurately manage and maintain DDaT Information dashboards, for example all L&D activity across DDaT, providing regular updates to the Senior Management Team.

Essential Skills and Experience    

You will need to have demonstrable skills and experience of: 

The successful candidate will require a good level of learning and development knowledge and skill particularly in the following areas;

  • An understanding of learning styles and models, evaluation approaches and strategies.
  • Excellent written and verbal communication skills with the ability to provide clear and concise briefings, reporting and presentations.
  • Strong attention to data, detail, and financial detail.
  • IT literate and confident in using general Microsoft office applications and adaptable to new systems.
  • Ability to build strong relationships to promote a culture of learning, providing excellent customer service and taking a proactive problem-solving approach to queries.
  • Organised approach to scheduling and delivery of objectives across a variety of projects and deadlines.

Desirable Skills and Experience    

These are not necessary but would be ideal if you: 

  • Hold CIPD qualification in Learning and Development (or willingness to work towards).
  • A knowledge of Digital, Data and Technology professions.

Personal Attributes and Skills  

The ideal candidate will:

  • Can prioritise and manage workloads dynamically, with minimal supervision.
  • Possess strong stakeholder management skills.
  • Excellent communication skills.

Alongside your salary of £31,443, Department for Business and Trade contributes
£8,489 towards you being a member of the Civil Service Defined Benefit Pension scheme.

Reserve List  

Appointments may be made to candidates in merit order based on location preferences.
