The Integrated Corporate Services (ICS) is a new shared corporate service, launched in July 2023. It will provide corporate services (HR, Finance, Digital, Commercial, Security and Estates) across the Department for Energy Security & Net Zero (DESNZ) and the Department for Science, Innovation & Skills (DSIT).  

Our team of just over 300 professionals will be leading the way in how these functions will be delivered in the future.

Job description

The individual will engage with a wide range of stakeholders both inside and outside the Department for Energy Security and Net Zero, the Department for Business and Trade and the Department for Science Innovation and Technology to ensure Counter Fraud Expert Services delivers all activities contained within the service catalogue.

The post holder will join a small friendly team working at the forefront of the Government’s Counter Fraud Profession. As the key link between policy teams, delivery organisations and law enforcement, these roles will suit those who excel at team working and influencing to deliver through others.

Person specification

Maintain and evolve Counter Fraud Expert Services (CFES) counter fraud strategy, aligning to central function principles to direct and drive counter fraud response across the Departments and their Arm’s Length Bodies.

To lead on the roll-out of the CFES / Department’s action plans and to demonstrate compliance with HMG wide standards.

Leading on the work to develop and implement policies and procedures to manage potential for fraud, bribery and corruption.

Proactively raising the profile of counter-fraud work to support policy teams across the Departments and their arms-length bodies.

Leading improvements to performance reporting and accountability for counter-fraud performance across the Departmental groups, working closely with investigation colleagues, the Public Sector Fraud Authority, arms-length bodies and other government departments to deliver maximum value from current activities and achieve best practice

Advising and supporting CFES partner organisations to develop and meet Government Counter Fraud Functional Standards to improve the prevention, detection and reporting of suspected frauds.

Advising and supporting CFES partner organisations to develop and embed Initial Fraud Impact Assessments and Fraud Risk Assessments to improve the prevention, detection and reporting of suspected fraud.

To support the development and implementation of professional standards in counter fraud and grant administration in CFES and its partner organisations, including the Public Sector Fraud Authority.

To advise colleagues on the management of fraud and abuse of taxpayer support through well designed policies and lessons learnt from the post assurance activities.

To develop cross cutting skills to support and influence colleagues to achieve VFM and compliance with managing public money.

Briefing Ministers, senior officials, internal and external stakeholders and providing high quality written and oral presentation of policy options and counter-fraud advice, based on the best data and intelligence available

Representing the Departments in cross-Departmental discussions on counter fraud issues. Contributing to requests for evidence from the National Audit Office and Public Accounts Committee inquiries as appropriate.

Building and maintaining strong working relationships with policy colleagues, analysts, other government departments, CFES, Integrated Corporate Services and external stakeholders.

Leading a programme of counter-fraud awareness-raising and training events, guidance materials, use of internal/external communications and culture change activities.

Essential criteria

Experience of working in a counter fraud environment, particularly in the areas of fraud risk assessing, raising fraud awareness and Government Functional Standards

Desirable criteria

Experience of writing fraud risk assessments and initial fraud impact assessments
