Head of Business Management Team: Senior Disclosure Specialist

Job Profile 

Job title:  Head of Business Management Team, Disclosure and MoJ Library Team, Security and Information Group in Chief Operating Officer Group

Reports to:  Head of Disclosure and MoJ Library Team, Grade 7

Location & Length of appointment:  This is a permanent post based in 102 Petty France, London.   The MoJ offers Hybrid Working arrangements where business need allows; this is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working.  Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review; but the current expectation is that one attends the office in 102 Petty France two days a week.

Salary and Grade:  Senior Executive Officer

New entrants to the Civil Service will be expected to join the minimum of the pay range.  Existing Civil Servants will have their salary calculated in accordance with the Department’s pay on transfer/pay on promotion rules.

This role is a key post within MoJ Information Services Division that will play a fundamental part in the final stages of Freedom of Information, Environmental Information Regulations, and subject access requests before they are issued.

Role purpose:

We are looking for an outstanding candidate with excellent leadership and collaboration skills, who is approachable, enthusiastic, wanting to deliver a quality service to the department and its customers and will pick up this challenge quickly.  As a Head of Business Management Team, you will be responsible for making sure that high profile and sensitive disclosure activity is lawful and well handled.  The work covers information requests for the whole of the department including high-profile offenders, security matters, and to the work of Ministers. 

You will also contribute to the Department’s transparency priorities and the development of the new, innovate technology solutions to help manage the Division’s business.  You will have line management of one higher executive officer who lines manages two executive officers.  This is a stretching role that will allow you to lead a team and deliver a quality service to internal and external customers.

You may also be considered for other roles within the Division that are of a similar nature.

Main Activities and Responsibilities:

You will have strong leadership skills to support the Team through change and the challenges that come with it. This role requires significant interaction with key stakeholders and therefore your ability to influence and persuade their strategic direction and gain agreement and/or collaboration should be of a high level. 

  • Stakeholder management skills and continuous improvement: You will be responsible for overseeing the statistics on the department’s performance across the information requests and also improving performance.  This will include reporting on performance to Cabinet Office, Ministers, the Permanent Secretary and Director Generals. 
  • Advisory:  You will be able to produce accurate, timely and succinct advice on disclosure matters in extremely short timeframes, and to an excellent standard. You will be rigorous in managing the qualitative performance within the team. You will be familiar with providing high quality briefing for a senior audience, both written and oral.
  • Client support: You will be responsible for building and maintaining client support networks for your areas of responsibility. You will target support to where it is required and most needed and create sustainable customer relationships that promote the businesses’ ability to manage requests on time, lawfully and in line with policy.
  • Excellent Communication Skills: You will be able to demonstrate the ability to brief senior officials on the nuance of information legislation often involving a policy angle, quickly and in plain effective language. You will have experience of developing collaborative, effective working relations with key stakeholders including Private Office, External Communications, Business Units, Cabinet Office, and the Information Commissioner’s Office.
  • Management team: As a member of the Disclosure Team’s Senior Management Team, you will be responsible for contributing to the future direction of the team and its place in the wider Division. Occasional deputising for the Grade 7 will be required.

  • Proven track record for identifying opportunities for service improvement and leading through change to deliver.
  • A strong commitment to delivering a high-quality service and regularly reviewing processes.

Desirable experience

  • Working knowledge of Freedom of Information Act 2000, Environmental Information Regulations 2004, Data Protection Act 2018 and the General Data Protection Regulation.
