About the Department

The Ministry of Justice (MoJ) is a major government department, at the heart of the justice system. Responsible for courts, prisons and probation services, we work to ensure sentences are served and offenders are given rehabilitation opportunities to become law-abiding citizens.

The Ministry of Justice (MoJ) has one of the largest and most complex spend profiles in central government. The Commercial and Contract Management Directorate (CCMD) is responsible for coordinating procurement and contract management across the MoJ, its agencies and non-departmental public bodies.

The MoJ spends £6.7bn a year and manages over 1000 active contracts, all of which are sourced and managed by CCMD. We are running some of the most groundbreaking programmes such as Prison Reform and His Majesty’s Courts and Tribunal Service Reform. The scope of our contracts ranges from building, maintenance and the operation of Prisons, Courts and Young Offender establishments through to food for prison dogs. The directorate also buys and manages contracts for feeding up to 80,000 prisoners, the secure escorting of prisoners from numerous establishments based around the country and translation services.

CCMD is organised into category teams, each with an interesting portfolio of contracts and diverse customers and suppliers to manage. We also have systems, programme management office, supplier relationship and risk management teams who work across all areas.

MoJ Commercial and Contract Management Directorate (CCMD)

The postholder will sit in the Responsible Procurement Team, which, along with the Commercial Policy and Governance Team, forms the Commercial Standards Team in CCMD’s Operating Centre.

The Responsible Procurement Team is responsible for four key areas: –

  • Promoting compliance with social value policy and developing ways of working to capture and share outcomes across the MoJ.
  • Delivery of the CCMD Sustainability Action Plan in collaboration with the wider commercial and sustainability team
  • Delivery of the published MoJ SME and VCSE Action Plan
  • Promoting compliance with modern slavery policy to minimise the risk of modern slavery occurring in our supply chains.

Key Responsibilities

This is a varied and busy role within a small friendly team where you will be able use your knowledge, experience, and organisational skills to drive projects as MoJ continue to embed responsible procurement activity into all aspects of its commercial operations. Contribution to a strong team ethos as well as commitment to continuous improvement, collaboration and knowledge sharing is essential.

The post-holder will be required to work with a wide range of stakeholders at all levels across the Commercial and Contract Management Directorate, other MoJ functions, as well as representing the Commercial function in internal / external collaborative discussions, forums and working groups.

The post-holder will be responsible for: –

  • Sharing expertise in responsible procurement policies to commercial and contract management staff across the MoJ and ensuring they keep abreast of changes to relevant policies.
  • Developing expertise in particular areas of Responsible Procurement policy with a view to becoming a subject matter expert
  • Developing, managing and sharing Management Information dashboards with relevant stakeholders and analysing results to further contribute to internal strategy.
  • Developing guidance and resources as required for use by our commercial teams and delivering training as required.
  • Responding to internal and external commissions
  • Leading the successful delivery of the SME & VCSE Action Plan
  • Conducting compliance checks on key policies
  • Representing the views and interests of MoJ commercial staff to policymakers in Cabinet Office

Experience

It is essential that the candidate has experience of:

  • Interpreting and communicating responsible procurement policies, preferably in a commercial context.
  • Supporting commercial staff to implement responsible procurement policies.
  • Working and delivering projects effectively both independently and as part of team.
  • Using interpersonal and communication skills to build and maintain relationships with stakeholders.
  • Balancing a heavy and varied workload.
  • Working with Microsoft Office 365.

It is desirable that the candidate has experience of:

  • Working in a commercial environment in the public sector
