At the United Kingdom Health Security Agency (UKHSA) our mission is to provide health security for the nation by protecting from infectious disease and external hazards.  We are a trusted source of advice to government and to the public, focusing on reducing inequalities in the way different communities experience and are impacted by infectious disease, environmental hazards, and other threats to health.

This an exciting role to lead key property workstreams in the UKHSA Property and Security division.  The Asset Management Surveyor will work on a diverse range of property projects and will suit someone who is experienced in commissioning technical property surveying reports and developing asset-level property plans.   

The role will require engagement with other parts of the business and supporting landlord and tenant matters including leading on dilapidations, condition reports and property agreements.   The role offers the opportunity to contribute to property strategies, lead business cases and engage with stakeholders and partner organisations.

Location

The UK Health Security Agency (UKHSA) offers hybrid working – this means that whilst the role will be based in Birmingham, London, Leeds, Liverpool, Bristol, Newcastle, Porton Down, or Chilton offices, there will be opportunities for an element of working from home. You will be asked to express a location preference during the application process.

The balance between home and workplace working is to be agreed with the line manager, determined primarily by business needs and in line with departmental policy.

The post will require regular national travel including to sites in Wiltshire and Oxfordshire.

*Please be aware that this role can only be worked from within the UK and not overseas. Relocation expenses are not available.*

Pay based on your location:

  • Inner London £55,799 – £65,089 (within the boundary of the M25)
  • Outer London £53,812 – £63,252 (within a further 40-mile radius outside of the M25)
  • National £51,824 – £61,414 (outside of the Inner and Outer London pay zones)

Job description

The job holder will be required to carry out the following responsibilities, activities and duties:

  • Commissioning property condition surveys
  • Interpreting the results of condition surveys and implications for UKHSA property assets including future maintenance and capital requirements
  • Leading and preparing asset level plans for UKHSA science and office holdings
  • Working closely with other parts of UKHSA including UKHSA Science Group to develop forward maintenance plans for key sites.
  • Dealing with landlord and tenant matters including issuing Property agreements for UKHSA tenants and negotiating terms with landlords
  • Leading on dilapidations negotiations
  • Compiling and providing business, financial and communication information and making recommendations for service improvement. 
  • Future lease event planning including preparing business cases for lease or MOTO renewals.
  • Ensuring compliance with DHSC and Cabinet Office property controls including preparing approval papers
  • Working with colleagues to establish a new and effective property asset management data system.

Person specification

It is important through your application and Statement of Suitability of 750 words that you give evidence and examples of proven experience of each of the following criteria:

Essential criteria:

  • Previous property experience.
  • Working on asset plans
  • Working with property condition surveys to develop property plans.

Desirable criteria:

  • Experience of operational engineering maintenance of buildings, plant, M&E, utility and infrastructure projects.
  • Experience of regulatory compliance, safety and quality standards.
  • Building surveyor experience

Selection process details

STAGE 1 – APPLICATION & SIFT:

STAGE 2 – INTERVIEW 

This competition will involve an interview via MS Teams. 

As part of the process, candidates will be invited to interview which will involve an in-depth discussion of your previous experience and professional competence using the Success Profiles framework.

Security clearance level requirement
