Job summary

This post will be responsible for the development, implementation and evaluation of public library policy and provision.  The post holder will also lead on the statutory duties relating to public libraries contained in the 1964 Public Libraries and Museums Act to ensure that public library authorities provide a ‘comprehensive and efficient service’.  The post holder will be expected to lead on innovative policy initiatives, the Capital Transformation Fund for public libraries, the development of digital library services including the all-Wales Library Management System and the National Digital Library, and the promotion of library services.

What key stakeholders will expect

You will take the lead in creating, building and maintaining constructive relationships at all levels.

You will be able to tailor and adapt your communication style (written and oral) to advise, guide, influence and persuade internal and external stakeholders as appropriate.

Main Responsibilities

  • To provide policy advice to Ministers on public library provision
  • To manage the Welsh Public Library Standards to fulfil Ministerial statutory duties in relation to the 1964 Public Libraries and Museums Act, including developing future monitoring mechanisms as required
  • To develop and manage programmes and projects to support the development of the library sector in Wales, and promote audience engagement
  • To monitor associated budgets and expenditure
  • To build relationships and work effectively with a range of partners from the library sector in Wales, including professional bodies and groups
  • To prepare ministerial advice and briefings and draft responses to correspondence and enquiries
  • To manage the work of the Libraries Development Team, including line management of staff
  • To contribute to the management of the division
  • Other tasks as required appropriate to this role and grade
