Job summary

The Defence Safety Authority (DSA) is responsible for the regulation of Defence Health, Safety and Environmental Protection, operating under a Charter from the Secretary of State for Defence (SofS). The DSA provides independent assurance direct to the SofS that the law is complied with and his policy on safety in Defence is being promoted and implemented whilst Defence activities are conducted. This regulation is achieved through proportional and appropriate evidence-based assessment of the activity that supports the Defence’s operational imperatives. The DSA hosts Defence safety regulators across all operating environments and incorporates the Defence Accident Investigation Branch (DAIB) and an HQ within a single independent organisation led by a 3* military officer.

Job description

The Defence Fire Safety Regulator’s (DFSR’s) statutory duties fall into two provisions of the relevant legislation. Namely, to ensure and assure that the requirement to take general fire precautions to ensure the safety of relevant persons are taken by the Responsible (Accountable) Person; and the duty to consult with the fire safety enforcing authority in relation to proposed building works. These two duties are discharged respectively by Risk Based Audits and a works consultation process. Allied with this, post-fire audits may be undertaken to resolve possible failings in compliance with legislation. Enforcement Notices and Prohibition Notices may be served by the DFSR where breaches of fire safety legislation have been identified or Fire Safety Inspectors are of the opinion that an immediate risk to life is present.

The Senior Data and Resource Manager (SDRM) will work to the Assistant Team Leader (ATL) to ensure consistency and cohesion with internal statistical data across DFSR, in both Fire Safety and Fire & Rescue domains. The Senior Executive Officer (SEO) post has lead responsibility for collating and handling data from DFSR assurance activity and other defence sources. Accurately describing the scope of DFSR business, provides data to conducting evidence-based audit and assurance activity. Provides supporting evidence for the Annual Assurance Report.

Person specification

The DFSR Data Management position is a fast paced and exciting opportunity for an individual with extensive knowledge of dealing with Microsoft based application, in particular excel and power apps.

Working to the ATL for analysis and plans, the primary function of this role is to assist in extrapolating data collected from all DFSR assurance activities.

Act as project lead in the development of data capture tools utilised by the both the Fire Safety and Fire & Rescue teams within DFSR.

To drive innovation for the benefit of DFSR future plans, supporting the ATL with all DFSR current and future business improvements.

Develop, maintain and exploit a number of various digitalised tools frequently utilised within DFSR

Produce a bi-weekly sit-rep on all data capture functionality (IT issues) at the DFSR management mtg.

Promote and lead all aspects of data control including relationships across DFSR and DSA with peers, seniors and outside agencies.

Share and present ideas for analysis, development and progress contributing to pan DSA continual improvement.

Provide reports, data and other information/pieces of work to DSA HQ, DFSR TL and ATL to support business needs, including the DFSR stakeholder and working group.

Contribute to the compilation of the DFSR AAR by supplying data and graphics of data on request from various sources. This includes providing detailed trend analysis by Regulatory Articles over a rolling 3-year period.

Maintain skills and knowledge of relevant IT programmes and databases utilised to support DFSRs future ways of working, Including specific software systems and MS office 365 applications.

Produce DFSR the outcome of audit/assurance activity data and communicate to the management team for analysis on a quarterly basis. Presentations to include areas of concern/non-compliance

Present DFSR data to the team assisting DFSR HQ to demonstrate its delivery of assurance activities identified within the DSA Business Plan.

Write and produce detailed aide memoirs on the functionality and capability of all Smarter Ways of Working (SWOW) tools. One-to-one training with DFSR staff with regards to new and existing SWOW tools. Rectification of SWOW tool related issues.

Focal point for Pan-Defence fire notifications received by DFSR

Create and annually maintain functionality of timesheets for all DFSR Fire Officers (who do not use standard DSA tool)

To act as the lead representative for DFSR with future DSA digitalisation programmes.

Support DFSR HQ with any additional tasks.
