Job summary
We are seeking an experienced Learning and Development Officer to join the Functions growing Capability team. This is an exciting time to join the team as we are in the midst of designing and delivering an ambitious programme of learning and development for Grant making capability across government departments and grant making arms length bodies. A key element of our L&D strategy is our Grants Licence to Practise providing the first ever formal accreditation for grant-making to increase capability Government wide.
This is an exciting opportunity to take on a critical role helping shape and deliver the future development and success of a growing L&D programme.
In this role you will be responsible for developing high-quality learning interventions and products that appeal to stakeholders and address identified learning needs to build demand and engagement with the Capability offer.
The post holder will be instrumental in driving forward the development and delivery of the Licence to Practise L&D programme and accompanying accreditation model.
You will be responsible for building relationships and collaborating with stakeholders across government to understand their needs and build engagement. Critical to the role is the ability to work in a consultative style through joint-working with
- Central departments;
- Grant making arms length bodies; and
- Other government Academies, in particular Finance and Commercial.
Job description
Key requirements of the post are as follows.
- Work closely with the Head of Capability to develop ongoing training strategy aligned to the functions broader capability strategy and recognised learning needs.
- Develop various forms of training and learning interventions which will increase the capability of grant-makers and others across government – working with expert stakeholders and external suppliers, covering critical areas across the full grant making process.
- Design and develop learning such as (but not limited to) face-to-face learning, virtual learning, e-learning, social learning, webinars.
- Facilitation and delivery of face-to-face and virtual training sessions.
- Support the coordination and delivery of the activities of the unit relating to training and development of grant makers, practitioners and champions – including administration and attendance organisation.
- Collate training materials and ensure these meet the standards required.
- Work with contracted partners to develop learning interventions that will be suitable to a range of stakeholders, and different learning styles.
- Support the development and delivery of a Licence to Practise in order to drive up standards of capability across departments.
- Develop an approach to evaluate existing and future learning intervention to enable continuous improvement and ensure training achieves the best learning outcomes.
- Ensure the content on the Grants Centre of Excellence supports the grants learning pathway and that guidance and products are consistent with the grants training and development programme.
- Provide support for a cross-government ALB Working Group and Capability Working Group, driving forward the learning and development agenda through these networks.
- Responsibility for supporting delivery of GGMFs internal L&D initiatives.
Please note this role does require commitment to support delivery of an in-person training course once a quarter, which may require some overnight stays.

Essential
- Experience designing and delivering various forms of training, learning and development interventions.
- Experience of working within and/ or understanding of grant management.
- Excellent verbal and written communication skills with ability to adjust working and communication styles to meet the requirements of multiple audiences and partners.
- Strong organisational skills with the ability to effectively manage and prioritise workload at pace.
Desirable
- Experience of developing or administering assessment and accreditation models.
- Experience of working across departmental boundaries.
- Experience developing e-learning.
- Line management experience.

Hybrid working
Cabinet Office operates a hybrid working arrangement, blending a combination of all workplace options (including home) with a Cabinet Office office identified as a base and which remains the contractual place of work.
Hybrid working means an employee working part of the week in their CO office and with their line managers agreement, part of the week from home. The current expectation is to spend 40-60% of your working week in the office.
The number of days that anyone will be able to work at home will be determined primarily by business need but other relevant circumstances will also be taken into account. This means that colleagues experiences of hybrid working will differ. Also, any employees experience of hybrid working could change over time as role requirements and possibly personal circumstances change.
