About the Role

A key component of our Strategic Plan 2023-2026 is the development of the SIA’s new Business Approval Scheme (BAS). We require a Senior Manager – Strategy & Scheme Design to take a critical role within this project. They will be accountable for the delivery of key products required to consult publicly, launch, and implement a new scheme. Following new scheme launch the postholder will be responsible for the ongoing review, adaption, and currency of the scheme to maximise industry engagement and meet changing industry needs.

We want our future team player to have an interest in product certification, quality standards and risk management.  Given the evolving nature of our industry, it’s vital our new team player is able to keep abreast of developments and changes within the private security industry and public protection as well as working in a fast-paced, but extremely exciting environment.  

The post holder must be prepared to travel within the UK / A flexible attitude on occasion to working hours as some overnight stays may be required.

Job description

What you will be doing:

  • Line management responsibility for up to 3 design and development staff and indirect line management of up to 3 technical support staff.
  • Deputising for the Project Executive, Product Design and Development Project – BAS programme as required.
  • Lead on the detailed design and development of products and services for our approval of regulated security businesses that deliver the BAS core principles, with regards to public protection, incorporating consultation analysis at each stage of development.
  • Lead on the delivery of key products required to consult publicly, launch, and implement a new scheme.
  • Challenge regulatory constraints that can be changed, whilst maintaining the principles of Better Regulation and ensuring the design of products and services meet the needs of all stakeholders, including the public and our partners.
  • Create a collaborative design environment by leading on communication across technical and non-technical boundaries resolving design and regulatory conflicts, driving joint working between the design and development staff, key internal and external stakeholders.
  • Chairing the BAS Advisory Board and providing subject matter expert advice to the members to support the detailed design and development of successful approval products and services, incorporating members’ views regarding feasibility and viability into the process.
  • Presenting (verbal and written) detailed design proposals internally and externally at all levels, suitable for Ministerial consideration.
  • Maintaining a holistic overview of individual product designs, recognising risk, and building consensus, guiding effective decisions, and ensuring clarity of rationale for such decisions including preferred and discounted options.
  • Lead the roll out and delivery of a new scheme (following the design phase) which aligns with the government principles of Better Regulation and is credible with stakeholders and supported by the SIA Board, industry leaders, buyers, and other influencers and key stakeholders including the public, Ministers, Home Office, and other parts of government. 
  • Adopting a strategic approach and articulating the wider and longer-term impact of the product designs by focusing on the outcomes of their application rather than the activities they will generate.
  • Maintaining key relationships with all internal and external programme stakeholders (e.g., Head of Communications, Programme Advisory Board), by ensuring all agreed programme communications are delivered in a timely manner to ensure understanding of the programme status.
  • Directly contributing to the development of all communications (internal and external) relating to the programme.
  • Managing and driving the ongoing development and technical specification of the Business Approval Scheme (BAS) following its launch.
  • Working with stakeholders to ensure that the Business Approval Scheme (BAS) is well understood and enjoys the support of industry players,
  • Responsibility for ensuring that outcomes of the Business Approval Scheme (BAS) are understood by and enjoy wide support and adoption within industry.

 

Key Outputs of Role:

  • Effective programme support and portfolio management to facilitate delivery and implementation of the BAS.
  • Managing and driving the ongoing development and technical specification of the BAS following its launch.
  • Maintaining measures and analysis to demonstrate whether Business Approval Scheme (BAS) remain effective and maintain / raise standards.

Person specification

What skills are we looking for?

Essential:

  • Experience of leading product certification and quality standards design and development for high profile approval schemes.
  • Experience of approval assessment criterion and methodology development that meets UKAS requirements.
  • Excellent leadership, communication skills (written and verbal) and interpersonal skills with credibility to lead project managers.
  • Good organisational skills and the ability to meet demanding deadlines in a dynamic change environment.
  • Experience of risk analysis, management, and the ability to pre-empt programme challenges and apply problem solving techniques.

Desirable:

  • Experience of working in a UK Government environment.
  • ISO9001: 2015 Lead Auditor qualified.
  • Knowledge of product certification and quality standards development e.g., ISO27001 / ISO14001.
  • Knowledge of the principles of Better Regulation and regulatory impact assessments.
Alongside your salary of £48,250, Security Industry Authority contributes
£13,075 towards you being a member of the Civil Service Defined Benefit Pension scheme.
