This is an exciting opportunity to join the Home Office parliamentary business and legislation team, working in the Home Secretary’s Private Office. The Government has a very ambitious legislative agenda and the Department is currently in the process of delivering one of the largest programmes across Whitehall. The successful job holder will be joining an engaged and high-performing team overseeing this work and will hold significant responsibility including directly briefing Ministers, special advisers, and senior officials.
Job description
This role plays a pivotal part in the planning and delivery of the Departments primary and secondary legislation programmes, as well as wider parliamentary business. They will support the team lead responsible for legislative strategy and delivery, the Head of Parliamentary Business and Legislative Strategy, and the wider parliamentary business and legislation team, ensuring the Departments obligations to Parliament are met. They will work with a range of teams in and outside of the Department, including those at the very centre of government, and therefore will have a high degree of visibility.
The role is based in 2 Marsham Street, London. The team also spends time in both Houses of Parliament and the wider parliamentary estate.
In line with HO Hybrid Working policy, there will be flexibility to adopt a hybrid working pattern which would see the post holder spend a minimum of 40% of their week in the office, with the remainder working from home.
This position is full-time due to business needs.
Person specification
Key responsibilities will include:
Manage and deliver the Departments secondary legislation programme, co-ordinating with all relevant teams, Private Offices, and special advisers to ensure that Ministers are provided with comprehensive parliamentary advice and the Departments obligations to Parliament are met;
Assist with the management of the primary legislation programme, both on bill-specific tasks as related to their portfolio and in considering wider legislative processes such as session bidding and pre- and post-legislative scrutiny;
Develop and maintain positive relationships with key teams in and outside of the Department, including officials and advisors in No10, secretariats for Cabinet and Cabinet Committees (primarily Parliamentary Business and Legislation and Economic and Domestic Affairs Secretariat), parliamentary business managers, and the Government Whips Office;
Carry out and co-ordinate key research on parliamentary handling, engagement and strategy;
Develop processes and provide a secretariat function to Legislation Board meetings, including setting the agenda and commissioning teams for papers, managing meeting logistics, and preparing minutes;
Assist the team leaders responsible for legislation and parliamentary business respectively, and the head of unit, in delivering an excellent service to the Home Secretary and Home Office Ministers on Parliament and legislation; and
Other work and projects as required.
The role comes with line management responsibility.

The sift will be held on the behaviours Communicating & Influencing, Delivering at Pace, Making Effective Decisions, Managing a Quality Service, Seeing the Big Picture. The CV will not be scored.
However, if a large number of applications are received, an initial sift will be conducted on the lead behaviour Communicating & Influencing. Candidates who pass the initial sift will then be progressed to a full sift which will consist of the behaviours Communicating & Influencing, Delivering at Pace, Making Effective Decisions, Managing a Quality Service, Seeing the Big Picture.
Candidates shortlisted will be invited to a face-to-face interview which will be Behaviour based questions. Interviews will be held at 2 Marsham Street, London. Candidates who are selected for interview will also be asked to conduct a short briefing task. This will consist of a timed exercise, with candidates asked to read a pack and then prepare a short written briefing. The task is intended to test candidates written and oral briefing skills.
Sift and Interview dates
Sift is expected to take place from 12th November 2023.
Interviews are expected to take place from 5th December 2023.

For meaningful checks to be carried out, individuals need to have lived in the UK for a sufficient period of time to enable appropriate checks to be carried out and produce a result which provides the required level of assurance. You should normally have been resident in the United Kingdom for the last 3 years if the role requires CTC clearance, 5 years for SC clearance and 10 years for DV. A lack of UK residency in itself is not necessarily a bar to a security clearance and applicants should contact the Vacancy Holder/Recruiting Manager listed in the advert for further advice.
A reserve list of successful candidates will be kept for 12 months. Should another role or similar role become available within that period you may be offered this position.
