HSE is establishing the new Building Safety Regulator (BSR) with the intention of keeping high-risk residential buildings safe and to enable people to feel safe in their homes. 

Working with residents and industry to make sure everybody has a voice, BSR will oversee changes to the safety and performance of all buildings and raise industry professional standards year on year.

BSR will serve as a lasting tribute to those who have lost their lives due to poor and substandard buildings and will help ensure tragedies of such proportions as Grenfell are consigned to the past.

Within High-Risk Building (HRB) Regulation there are two distinct functions: Building Control and In-Occupation. 

The Building Control function is about ensuring HRBs are designed and built to approved standards.

The In-Occupation function includes delivery of the Building Assessment Certificate (BAC) applications to ensure that building safety risks associated with occupied HRBs are being managed and controlled to protect residents’ safety. 

As an Operational Delivery Team Leader (also known as Principal Regulatory lead) in either function you will be responsible for leading and managing the Multi-Disciplinary (MDT) leads (also known as Building Safety Regulatory leads) who are responsible for the regulatory decisions.

This is an exciting time to join BSR, and as a part of this team you will be responsible for shaping an internal culture of high performance and continuous improvement and bringing about cultural change in building safety in your community today and in the future.

This role will also involve travel to sites across England therefore flexibility to be able to travel when needed for on-site visits, collaborative working, supporting and training colleagues & meetings is necessary. This may include the occasional overnight stay.

Job description

As the Operational Delivery Team Leader you will be responsible for the strategic oversight and leadership for effective and efficient delivery of regulatory compliance within HRBs that ensures residents feel safe and are safe in and around the built environment.

We are looking for dynamic, driven, leaders who are able to bring out the best in our people, work effectively with others, including external partners, and ensure efficient delivery of BSRs functions and objectives.

As well as being an effective leader, you will need effective communication and influencing skills and the ability to work with and through others in MDTs, overseeing consistent decision making regarding building safety and ensuring proportionate regulatory outcomes.

You will build effective working relationships at regional level to support MDT operations, manage and deploy resources efficiently within and across regions and monitor all aspects of operational performance and delivery within your team including risk and financial management.  

As BSR is a new organisation our processes are still embedding. You will need to be alert to when things are not being delivered as expected, responding promptly to implement changes while mindful of the impact on culture, structure, morale and a diverse range of end users.

Developing and maintaining a high performing team, embedding a culture of peer review, continuous learning and professional development for the MDT Leads (Building Safety Regulatory Leads) will be an essential part of your role.

Involvement in complex regulatory decision making and overseeing responses to queries, complaints, reviews and official correspondence will require you to have good analytical skills, the ability to make sound decisions and judgements and communicate those succinctly.

Person specification

Essential Experience Knowledge and Skills

Experience of leading, managing and developing multiple teams.

Practical leadership/management experience in one of the following fields: risk management, compliance assessment or management of property including design/development stages.

Experience of working in partnership with multiple stakeholders, influencing where required.

Ability to analyse information and identify key issues, making sound evidence-based decisions in often complex areas that could impact on a wide range of end users.

Experience of identifying risks at an early stage, responding promptly to implement and embed necessary changes that add value and efficiently deliver business objectives whilst being mindful of the impact on internal and external stakeholders.

Effective communication skills with the ability to negotiate and influence both internally and externally to help shape outcomes.

Qualifications

Minimum level 5 qualification together with leadership/management experience.
