The responsibilities for the Department for Science, Innovation & Technology for 2023 are as follows:
- Positioning the UK at the forefront of global scientific and technological advancement
- Driving innovations that change lives and sustain economic growth
- Delivering talent programmes, physical and digital infrastructure and regulation to support our economy, security and public services
- R&D funding
For 2023, our priorities are:
- Optimise public R&D investment to support areas of relative UK strength and increase the level of private R&D to make our economy the most innovative in the world.
- Promote a diverse research and innovation system that connects discovery to new companies, growth and jobs including by delivering world-class physical and digital infrastructure (such as gigabit broadband), making the UK the best place to start and grow a technology business and developing and attracting top talent.
- Put our public services including the NHS and schools at the forefront of innovation, championing new ways of working and the development of in-house STEM capability to improve outcomes for people.
- Strengthen international collaboration on science and technology in line with the Integrated Review, and ensure our researchers are able to continue to work with leading scientists in Europe and around the world.
- Deliver key legislative and regulatory reforms to drive competition and promote innovation, including the Data Protection and Digital Information Bill, the Digital Markets, Competition and Consumer Bill and our pro-innovation approach to regulating AI.
- Pass the remaining stages of the reformed Online Safety Bill to keep British people, especially children, safe online.

Job description
The role:
We are looking for a motivated and proactive individual with excellent communication and relationship management skills and the ability to manage work and deliver results with a high degree of autonomy. The successful candidate will be resilient and flexible, able to promote inclusion and well-being in the team, and work collaboratively with a wide range of stakeholders.
The post will play an important role in delivering the Departments cyber security and digital identity objectives with international partners. The role includes building strong working relationships with priority countries and stakeholders, and identifying opportunities to collaborate and/or influence.
The role works closely with the National Cyber Security Centre, the Foreign, Commonwealth and Development Office and the Cabinet Office, to ensure the UKs international cyber engagement is coherent and has impact.

Our team:
Our work on cyber security is high profile and attracts significant attention from the highest levels of government and industry. This role sits within the Strategy and International team which is responsible for overseeing DSITs role in the UK National Cyber Strategy and international engagement for the Directorate. This involves building close working relationships with Departments and agencies across Whitehall, as well as developing and maintaining a network with partners across the world.
DSIT plays a key role in implementing the UK National Cyber Strategy in a number of policy areas, such as the securing the talent pipeline, protecting Critical National Infrastructure, and ensuring that emerging and critical technologies are secure.
Key responsibilities:
The successful candidate will support the delivery of an impactful programme of international engagement which contributes to the objectives of the UK National Cyber Strategy. This will include:
Lead the design and delivery of a set of bilateral engagement plans with established priority countries, to proactively promote DSITs cyber security work and encourage international alignment with DSIT/UK policy.
Construct new working relationships between DSIT and countries in the Global Middle Ground, in support of wider DSIT/UK multilateral and strategic objectives.
Build strong partnerships within DSIT and across Whitehall, representing DSITs cyber security interests across Government and effectively delivering through others, particularly via the UK International Cyber Network.
Lead the development of robust and agreed UK policy positions for the purposes of international negotiations, formal bilateral agreements, and set-piece engagements such as UK Cyber Dialogues.
Contribute to the teams strategy function, on behalf of the Directorate and Department, to ensure that the Directorate is effective in its longer-term planning and prioritisation, and well-positioned for new opportunities.
Person specification
Essential criteria
Experience of leading or managing international policy and/or stakeholder engagement;
Proven ability to work independently and proactively, delivering a range of complex activity;
Excellent oral and written communication skills and the ability to draft effectively to a high standard and explain complex issues in readily understandable terms;
A proven track-record of managing a range of competing priorities and shifting time frames;
Experience of building strong working relationships with a wide range of colleagues and external stakeholders, particularly to support communicating and influencing objectives;
Proven ability to pick up complex issues rapidly and a good understanding of the wider policy sensitivities of the brief.
Desirable criteria
Knowledge of cyber security or of the wider digital policy environment;
Knowledge of the wider international environment;
Experience of project/programme management methods to support a team working at pace.
