As one of two Senior Policy Implementation Manager’s in the Horizon Europe Guarantee team, the job holder will lead on a portfolio of work and provide support to the Team Head. A key part of the role is to ensure that the UK Research and Innovation sector remains supported via underwrite funding for Horizon Europe calls not covered by the Horizon Europe association deal announced by the UK government on September 7th 2023. This is a live programme with an expansive and diverse portfolio that requires high levels of attention to detail, a proactive nature, and an ability to build collaborative relationships across the organisation.

Reporting to the Head of team, the post-holder will support delivery of the UK government’s safety net of funding for the UK research and innovation community over the period of uncertainty over the last 3 years.

Job description

  • Leading on developing policy recommendations for the Horizon Europe Guarantee across the non-ERC and non-MSCA portfolio.
  • To work collaboratively with teams across UKRI to understand emerging policy issues, identify standard Horizon Europe policies and UKRI policies, conduct an options appraisal, and present recommendations.
  • Supporting UKRI engagement with the research and innovation community
  • Work with DSIT and other external stakeholder to effectively deliver the Guarantee and instill confidence in the sector.
  • Support the implementation of new policies across UKRI, drafting briefing documents and guidance as required.
  • Provide support to the evaluation of the Horizon Europe Guarantee.

Person specification

  • Educated to degree-level or demonstrable equivalent experience.
  • Ability to develop specialised knowledge quickly and become a reliable and trusted point of contact across the organisation and with the community.
  • Strong problem-solving skills, including the ability to show initiative, think strategically, cope with ambiguity, and operate independently.
  • Ability to communicate clearly, negotiating and influencing with internal and external stakeholders at a variety of levels.
  • Ability to take accountability for own workload, demonstrating excellent organisational skills, with an ability to plan, prioritise, and delegate effectively.
  • Experience of policy development, considering implementation and undertaking options appraisal to ensure new policy is appropriate and any consequences are understood before implementation
