Travel will be required to the candidate’s nominated Main Duty Station and to other establishments in support of their objectives and designated responsibilities. Job summary

Job description

Supporting the Infrastructure and Facilities Management (FM) needs of the United States Visiting Forces (USVF) in the UK, you will be joining the largest commercial team in the Defence Infrastructure Organisation with responsibility for Capital Expenditure (CAPEX) spend of more than £3bn and Operational Expenditure (OPEX) of £2.5bn per annum. 

This Client-side role will oversee the development and implementation of commercial and procurement strategies for a diverse portfolio of leading-edge multi-year, multi-million-pound Infrastructure assets and FM requirements. As an integral part of our team, working with the United States Air Force, this role will rely on successfully managing relationship and transactions with suppliers, in the UK Construction and FM market to deliver our essential CAPEX and OPEX projects.

Person specification

  • Develop and implement commercially driven solutions – Design and deliver commercially driven solutions within procurement strategies and during delivery that helped to optimise cost effectiveness improved value for money and maximise efficiency of delivery for the key infrastructure projects and FM assets

  • Make data-driven procurement decisions – implement data-driven market analysis to influence procurement decisions. Considering factors like capacity emerging technologies and changing in legislation in the strategies that you lead to help deliver innovative client led commercial procurement solutions for key infrastructure assets

  • Enhance commercial expertise – Improve the quality of commercial infrastructure and FM advice within DIO by cultivating and maintaining deep commercial and sourcing knowledge within your team

  • Foster strong market credibility – Develop working relationships with all key- industry stakeholders raising awareness of DIO’s comprehensive future pipeline of work and broader supplier opportunities

  • Continuously enhance infrastructure delivery – identify opportunities to continually improve infrastructure and FM delivery to the United States Visiting Forces

  • Strategically partner with MOD central and business improvement teams for procurement success – Work closely with the MOD central team and business improvement unit to align commercial strategies with the broader infrastructure portfolio to help ensure that commercial strategies are appropriate across the wider estate, delivering incremental benefits and excellence in execution

  • Integration with DIO’s Project Management Office – Collaborate with the wider PMO to integrate delivery methods streamlining delivery operations for Instructure and FM projects across DIO portfolio of schemes

  • Sourcing influence and stakeholder engagement – Drive the influence of customer needs and demand planning by supporting the development of strategic sourcing strategies, embedding category strategies into the core business operations securing stakeholder buying and approval.

Technical skills

We’ll assess you against these technical skills during the selection process:

  • Manages Complexity – Experienced in managing and delivering a diverse portfolio with multiple stakeholders. Effectively interprets and makes judgements on complex information
  • Commercial Focus – Procurement experience that has helped deliver great value for money and great customer outcomes
  • Coaching Manager – The ability to lead a team (8-12) of commercial professionals, with proven experience of improving commercial performance of others through effective personal development plans
  • Procurement Process – Experience in developing Commercial Strategies and Tendering for high value complex requirements
  • Contract and Supply Management – Understanding of the commercial lifecycle and good supplier and contract management experience including delivering efficiencies and continual improvement
