The finance function plays a crucial role in enabling the Department to fulfil its strategic objectives and this role is critical to ensuring department priorities have the resources they need.  The Capital Directorate currently has oversight of £12 billion of annual spend in DHSC and covers a range of functions including capital strategy, investment appraisal, PFI centre of excellence and counter fraud.

This role sits in the Companies and Commercial Projects Division (CCP) and the role holder will support the Deputy Director and the Senior Managers in ensuring that the Department’s strategic objectives for its companies are delivered and to provide wider commercial finance support to complex projects.

The team currently oversee shareholdings in a portfolio of companies with a cumulative turnover in the region of £2.5billion Community Health Partnerships; Porton Biopharma Ltd, NHS Professionals; NHS Property Services Ltd and Genomics England Ltd as well as the DHSC retained estate.

Job description

This role will initially provide oversight of financial and performance management within the Department of Health and Social Care’s wholly owned subsidiary companies providing services to the NHS and to ensure alignment with strategic objectives relating to wider government policy.  

This includes ensuring business strategies are developed in the context of wider group objectives and are supported by robust performance management and sponsoring the companies in responding to and resolving commercial, operational and financial challenges.

This vacancy is for candidates with a strong interest in financial and performance management and the ability to lead and work under pressure and on their own initiative. The role is in a dynamic and fast paced working environment and workload priorities will change over time.

Key accountabilities for the role:

  • Supporting the Senior Commercial Finance Manager in ensuring that the Department’s strategic objectives for its are met, including financial and non-financial KPIs, and ensuring that they deploy sound financial management processes.
  • Leading the management of commercial finance work programmes and projects in relation to property, works, services or JV procurement;
  • Finding solutions to commercial problems in relation to property, performance, liquidity, capital development and other matters.
  • Supporting the management of the Department’s investment interests, including disposing of investments and attending Company Committees where required.
  • Providing expert commercial finance advice and support to the wider DHSC, senior officials, and Ministers.
  • Leading on the resolution of complex commercial and financial disputes.
  • Providing quality assurance and oversight where appropriate to other members of the finance team.
  • General financial management, accounting and commercial work as required.
  • Roles within DHSC’s Finance Directorate evolve over time and other sponsorship, policy and programme management tasks may be substituted or added into the role in due course.

Experience:

  • Significant senior level experience in a complex public or private sector organisation.
  • Experience in developing solutions to support process improvement which may have been developed in a public or private sector organisation.
  • Demonstrable experience in having worked with senior stakeholders of different organisations working collaboratively. 
  • Experience and knowledge of financial processes, financial management or financial elements of business cases. Creative and innovative problem solving skills to address complex commercial financial and operational risks.

Knowledge:

  • A good practical understanding of accounting and financial management principles including ideally knowledge of corporate and project finance.
  • A strong understanding of commercial issues and the levers that can be used in negotiating / influencing contractual arrangements.
  • Understanding of project / programme management and governance arrangements.
  • An ongoing commitment to personal and professional development.

        Qualifications

        CCAB, CIMA or equivalent, part or fully qualified. If part qualified, willingness to work towards the full qualification and membership.

        New Entrants to the Civil Service
