Job summary

  • The Commercial Finance Manager will join a Commercial function driving the solutions for connectivity within the most rural regions of the UK, enhancing the lives of millions of people across the nation.

  • Building Digital UK (BDUK) is a department borne out of the desire to improve the broadband landscape in the United Kingdom, helping to ensure residents and businesses all across the country have access to affordable broadband services, by encouraging competitive markets, responsible business practices and offering viable solutions to previously-unviable areas of business.

  • The successful candidate will support Commercial Finance activity across one of the three programmes BDUK delivers to achieve these goals: the Superfast Broadband programme; the Gigabit Infrastructure Subsidy (GIS) programme and; the Gigabit Broadband Vouchers Scheme (GBVS). This support will consist of strategy development, assisting on contract procurement and in-life contract & supplier management.

Job description

Supporting Commercial Finance Leads to deliver strategic objectives across BDUK.

  • Engage collaboratively with various stakeholders to ensure that consistent commercial advice and support is provided to programme teams.

  • Work collaboratively with colleagues in finance, commercial, project delivery, legal and support senior leadership teams.

  • Support the sourcing process, including: bid evaluation, market engagement, prioritisation and setting expectations regarding timelines, providing clarity over governance and procurement processes, troubleshooting, and ensuring the appropriate collection of data.

  • Support the contract management process, including; monitoring, performance management, appropriate management of information, Value for Money (VfM) assurance, contract change requests and closures.

  • Support project teams to navigate internal approvals/governance processes.

  • Possibility for other ad-hoc tasks as required by the business.

  • Understanding and/or experience of contracts
  • Understanding and experience of financial analysis

Interview

The interview will be a blended assessment consisting of a series of questions against the Civil Service Success Profiles Behaviours and Strengths.

The expectation within BDUK is that staff will normally remain in post for a minimum of 12 months for band C, 18 months for band B and 24 months for band A/AU and will not apply for BDUK roles on level transfer during that time.

Location

This role can be based in London, Manchester or, Darlington or Belfast. The hub locations are displayed on the job advert. Not all hub locations yet have confirmed office space – successful applicants will be expected to work remotely until this becomes available.

Existing BDUK and DCMS staff who are currently based in London and are successful in gaining this role will be able to remain working from the London base.
