HSE’s Local Authority Team (LAT) is responsible for coordinating and delivering HSE’s strategic objectives around the LA/HSE co-regulatory partnership. LAT sits within the Operational Strategy Branch (OpSt) whose role is to provide co-ordination and leadership across several key areas of occupational health and safety and to set operational policy.

This role offers an exciting opportunity for someone with a regulatory background and knowledge of local authority regulatory services to play a key role in reviewing, developing and moving forward the critical co-regulatory partnership between local authorities and HSE.

Job description

This is an opportunity for an experienced regulator, familiar with managing service delivery within the local authority environment. You will lead a varied portfolio of policy work, primarily on the co-regulatory partnership. You will need to work flexibly as part of a leadership team who continually adapt and develop regulatory standards which enable the design of interventions where HSE and LAs can have a measurable impact in reducing and preventing work related ill health.  You will also lead any response to HSE’s contribution to Retained EU Law (REUL) Act in relation to the regulations within your policy area, working at pace to respond to central government commissions and taking forward legislative reform work where necessary.

You will act as the operational lead supporting HSE and LA inspectors in complex decision making regarding application and interpretation of the Enforcing Authority Regulations. You will collaborate with the other regulators such as FSA to update and publish ‘combining inspections’ guidance, looking at ways of maximising Environmental Health Officer (EHO) impact on health and safety regulation. You will be involved in representing HSE and Local Authority and Safety Unit (LASU) interests at meetings with other regulators e.g. BEIS Office for Product Safety and Standards (OPSS), FSA and at other relevant Chartered Institute of Environmental Health (CIEH) and Local Authority meetings as appropriate.

You will play a key part in taking forward the review of the LA/HSE co-regulatory partnership, embedding links with other regulators, seeking synergies that enable best outcomes in delivering the HSE 10 year Strategy – Protecting People and Places.

Person specification

  • You will need to be a leader in your Sector, with the ability to support priority setting and influence others inside and outside of HSE. You will need to be able plan, support and evaluate operational interventions and enforcement.
  • You must be able to see the big picture and take into account the broader public, media and political interest, demonstrating wider stakeholder engagement, and keep abreast of developments in the future world of work so HSE and local authorities are prepared for new challenges.
  • You will need to be articulate and credible, with the interpersonal skills to engage effectively with a range of stakeholders and influence their activities. Collaborative working is essential across all parts of HSE, local authorities and wider. You will need to have the ability to interact with senior colleagues in HSE and other organisations. You need excellent presentation skills with the ability to represent HSE and deliver to large or influential external audiences.
  • You will need to be able to deal with complex written work, including the production of papers, official correspondence, internal and external guidance (including webpages) and briefings (including internal and Ministerial).
  • You must be able to travel for stakeholder engagement and internal meetings. Occasional overnight stays may be necessary.
