Job summary

Do you want to be at the heart of real Defence People issues and play a key role in supporting the United Kingdom’s (UK) national security whist developing your skills and career within the HR Function as part of the nuclear enterprise? 

His Majesty’s Naval Base Clyde, home to the UK Strategic Deterrent and the nuclear submarine fleet. The main purpose of the naval base is to support the Royal Navy from Scotland through the maintenance of submarines and support of Continuous At Sea Deterrence (CASD). The base currently employs around 7000 people in 25 organisations and is expanding to accommodate future requirements including the Clyde Infrastructure Programme whose vision is to deliver infrastructure in support of “An integrated submarine operating base at Clyde, supporting a Submarine Force that is safe, secure, sustainable and resilient, and ready to excel in operations out to 2067”. The number of employees on the base will grow over the next few years to approx. 8500 to accommodate the new Dreadnaught class of submarines. The Naval Base Commander Clyde (NBC(C)) leads the base in the delivery of capabilities and outputs. This apprenticeship post will sit within the Business department of the Naval Base Commander’s organisation supporting this challenging expansion programme. 

HMNB Clyde is part of the Defence Nuclear Enterprise (DNE) which is made up of several government and industry organisations which forms part of the MOD that sustains the UK’s nuclear deterrent. This includes the organisations, programmes, and people within government and industry that help deliver the UK’s nuclear capability 

The UK’s independent nuclear deterrent has existed for over 60 years to deter the most extreme threats to our national security and way of life, and that of our NATO Allies. To ensure that we have a credible and capable nuclear deterrent for as long as the security situation requires, we are building four new nuclear armed submarines – known as the Dreadnought Class – and replacing our nuclear warheads. These renewal programmes will utilise world-leading technology and are a showcase in science and engineering, highlighting the prowess of British industry.

This position is advertised at 37 hours per week TACOS Dependant. 

This is a Fixed-term Appointment as a (HR Learning and Development Consultant Level 5 Apprenticeship) in the (Defence Nuclear Organisation). Your responsibilities will be as described in this job advert. The reason why you are appointed for a fixed period is due to training and requirements of the TLB. This post will therefore begin on your appointment and end 22 months after that date. You should be aware that when your Fixed-term Appointment at MOD comes to an end, arrangements will be made in line with the FTA policy.

If you are a permanent MoD civil servant and are found successful for an advertised Fixed-term Appointment (FTA) you should move into the post under a Temporary Transfer (for up to a maximum of 23 months). At the end of the posting you will return to your previous MoD Business area. If this posting is at a higher grade, your promotion will be temporary, and you will return to your substantive grade at the end of the Temporary Transfer. If a Temporary Transfer cannot be agreed between all parties then a transfer on an FTA contract is possible, read the FTA and Change of Work Location in the UK policy for further information.

If you are transferring to MoD from another government department (OGD) you should join the MoD on an inward loan. At the end of the loan you will return to your home (OGD) department. Job description

HR Learning and Development Consultant Business Partner Level 5  Apprenticeship 

During your apprenticeship you will work towards Learning and Development Consultant Business Partner Level 5 and may be eligible for Associate Membership of the Chartered Institute of Personnel and Development (CIPD).  
 

This is an industry and globally recognised qualification that provides you with academic preparation and underpinning skills necessary to prepare you for your future whilst not running up student debt. The duration of the apprenticeship programme is between 18 and 24 months. 

This role will support the HMNBC Training Team in the delivery of training solutions for HMNB Clyde.  

Principle tasks include:  

  • Working on a range of training solutions to meet departmental needs from internal departmental courses to sourcing specialist training whilst achieving value for money  
  • Providing relevant training information to the business including Management Information and analysis of training needs 
  • Handling day to day queries and providing general training and development advice.  

The successful apprentice may be eligible to apply for Associate membership of the Chartered Institute of Personnel and Development (CIPD) or any other professional body that recognises this apprenticeship within its membership criteria (membership is subject to the professional bodies own membership requirements). 

Once your apprenticeship is complete and you have successfully passed your required modules, you may be offered an interview or may apply for permanent posts within Navy.

Desirable Qualifications: 

(1) Scottish National 5 Certificates A-C including English language and Maths OR Five full GCSEs at A*-C or grades 4-9 to include English Language and Maths; and

(2) 2 years experience of design or delivery in an L&D role .
