The Government Communication Service (GCS) is the professional body for all public service communicators working in government. Our GCS membership incorporates marketing, stakeholder engagement, internal communications, media, digital and social, and operational communications professionals. We collaborate across government with 25 ministerial departments, 21 non-ministerial departments and more than 300 agencies in addition to other public bodies.
It’s an exciting time to be a communications professional in government. The GCS Strategy 2022-2025 sets out our vision to become a leader in developing people and harnessing innovation and technology to improve our communications with the public. One of the main initiatives in this vision is the creation of a new learning offer for communicators via the GCS Academy, called GCS Advance, which will deliver a measurable and sustainable step change in the skills of government communicators, unlocking the potential to deliver for the public and ultimately making even more of a difference to peoples lives.
The Academy team is responsible for shaping and delivering the learning offer and programmes for the Government Communication Service, with the aim of building and maintaining world-class skills, and the capability and talent of GCS people across government.
Job description
GCS Advance, our flagship learning and development programme currently under development, launches in 2024. As Learning Delivery Manager, youll be a key part of the team that is designing, testing and leading innovative learning interventions and events, from concept to implementation.
The field of communications is rapidly changing, with the advent of AI and other technologies offering new possibilities but raising practical and ethical questions. Against this backdrop, communicators in government will require new training and skills.
A creative yet practical operator, with a background in learning design and delivery, you will work with a wide range of colleagues and stakeholders to develop and deliver programmes. You will build and maintain effective relationships with Heads of Discipline, Directors of Communication, regional and overseas teams and other partners, and collaborate with them to understand and identify skills gaps and develop and deliver the Academy offer, using insight and data into learners needs and feedback from learners themselves.
You will be well-organised, able to plan, schedule, and coordinate across teams, working with others in the unit to ensure the right resourcing is in place for the delivery of multiple programmes, both digitally and in person. You will also be expert at running and facilitating training and workshops and managing course participants so that they have an exceptional learning experience.
Possessing strong verbal and written communications skills, you will work with the Academy Leads and the GCS Member Services team to identify opportunities to promote the Academys courses and learning interventions. You will also manage the development of promotional materials and content such as updates and nudges to support our offering and encourage high numbers of participants.
Given the innovative nature of our learning offer, an affinity for working with digital tools and learning management systems (LMS) would be an advantage.
Day-to-day work in the Academy team is fun, fast-paced and creative. The role will involve working with team members based across a range of locations, and an appreciation and enthusiasm for diverse audiences is essential. There will also be a requirement for some ad-hoc travel.

Key responsibilities:
As Learning Delivery Manager, you will:
- Work with the Academy leads and teams to design and deliver great learning experiences across a wide range of formats, ensuring that the end-to-end service is grounded in a solid understanding of user needs and those of our learners organisations, and is inclusive and accessible.
- Host and facilitate face-to-face and virtual training, working with others to ensure consistently high quality delivery of our courses and other learning interventions,
- Build and maintain strong working relationships with a wide range of stakeholders, including Directors of Communications, Heads of Discipline, subject matter experts, regional and overseas programme managers and other learning and development professionals within government
- Support the evaluation of learning delivery, designing and using surveys and other tools for capturing data and feedback across all segments of learners, and feeding into regular reporting to different stakeholder groups. Proactively use evaluation to support the improvement of learning interventions and delivery
- Work with the Academy Leads and the GCS Member Services team to identify opportunities to promote the Academys courses and learning interventions, and manage the development of promotional materials and content to support our offer
- Manage learning resources and processes, including the learning delivery calendar, and coach more junior members of staff to ensure consistently high quality delivery
- Support as required with managing courses in the LMS (learning platform). Conduct quality control on live courses, and ensuring the right level of timely communication with participants
- Manage suppliers and delivery partners effectively and work with Finance and Commercial teams to manage budgets and ensure compliance
Essential skills and experience
- Experience of planning and delivering learning-related events for a range of audiences, ensuring that accessibility and user needs are factored into all learning delivery
- Experience of managing learner groups across a range of formats, with a proven track record of motivating and engaging participants and a passion for delivering great learning experiences
- Excellent facilitation skills and a track record of delivering impactful, innovative training and workshops; expertise in communicating both verbal and written information in an accurate, accessible and engaging way
- Track record in building and maintaining strong stakeholder relationships and networks
- The ability to use data and evidence to influence decision-making; experience of monitoring and reporting on measurable targets
- Proven ability to deliver to tight deadlines with excellent prioritisation and organisational skills
- Strong creative thinking and problem-solving skills
