Our Finance Directorate’s aim is to provide UKHSA with efficient, effective, and economic financial services to enable the organisation to achieve its strategic goals, as well as taking the lead on numerous general activities. This is an exciting and unique opportunity to join as our Deputy Director, ERP Systems and Data . Sitting within Finance’s Senior Leadership team, you will be accountable for leading UKHSA’s ERP systems and financial systems, reporting and data capabilities.

Job description

As Deputy Director, ERP Systems and Data you will lead a central team that has oversight of our systems as well expert knowledge of the data it holds. You will be responsible for ensuring effective aligned business processes are in place to deliver the organisation’s complex objectives. You will have responsibility for the whole ERP Solution (Oracle Fusion) and will work with other departments such as the People Group to manage the service provided to them and ensure integrated value add solutions.

Utilising built in analytical tools, you will be accountable for ensuring that financial information and analysis is available on demand across organisation. To achieve this, you will bring together data with the ability to report over multiple dimensions to produce single reports and dashboards. You will be accountable for ensuring sufficient quality assurance and control over the security of relevant reports that will be published to the wider user community or to external stakeholders.

Key responsibilities will include:

  • Responsible owner of UKHSA’s Oracle Fusion delivered systems.
  • Lead on the facilitation of central reporting needs, both financial and related non-financials are required – delivering reporting and dashboards to stakeholders to support decision making.
  • Lead on continuous improvement, horizon scanning and the implementation of artificial Intelligence / automation to keep abreast of market-place improvements, industry best practice and cutting-edge technology
  • Lead and own the effective delivery of systems, data and technology across the organisation, including effective controls and risk management.
  • Own the business change and systems strategies ensuring lasting and tangible improvement in the user experience via an approach which is efficient, effective and delivers value for money
  • Drive improvements and transformation to meet stakeholder outcomes across government and collaborating with functions
  • Deliver expert advice regarding systems and technology to senior officials and external suppliers
  • Deliver agreed SLA to the business for all aspects of HR functionality, commercial and MI reporting alongside implementation of additional functionality.
  • Responsible for the design authority aspect of the ERP system including ensuring future upgrades and the full consideration of configuration change requests.
  • Act as the key interface on the Agency’s overall enterprise architecture in relation to ERP
  • Responsibility for the Oracle commercial relationship and contract management

Person specification

For the initial sift your CV and Statement and Suitability will be evaluated against your experience in relation to the following criteria:

Essential Criteria

  • A qualified accountant (CCAB or CIMA) with significant post-qualification experience
  • Evidenced project and programme management skills and experience
  • Proven track record at a senior level in a complex financial environment, including significant experience at senior management level.
  • Well-developed problem-solving skills and ability to respond to sudden unexpected demands – able to take decisions on difficult and contentious issues where there may be a number of courses of action.
  • Strategic thinking – ability to anticipate and resolve problems before they arise.
  • Ability to plan and organise numerous activities concurrently both long and short-term, requiring formulating and adjusting plans to reflect changing circumstances.
  • Thorough understanding of financial accounting principles and expert in related business processes, including the integration of finance and HR data, and payroll
  • Excellent verbal and written communication skills with the ability to explain complicated financial and systems issues clearly to a variety of audiences
  • Expert understanding and knowledge of best practice financial operations and control, both within and outside the public sector

Selection process details

STAGE 1 – Application & Sift:

For this vacancy we are assessing candidates using Success Profiles and across the whole process we will assess your Experience, Technical aptitude, and Behaviours.

As part of the application process, you will be asked to provide a Personal Statement / Statement of Suitability in no more than 1500 words to demonstrate how you meet the essential criteria. This should outline your skills, experience, and achievements, providing evidence of your suitability for the role based on the essential criteria.

STAGE 2 – Interview:

All candidates who are successful at the sift stage will progress to a single video interview and will be assessed on the following behaviours:

As part of the interview, candidates will be required to deliver a 10-minute presentation, based on Technical and Experience, the topic of which will be confirmed prior to the interview.

Location

The UKHSA offers hybrid working – this means that whilst the role will be based in one of our UKHSA offices, there will be opportunities for an element of working from home. The balance between home and workplace working is to be agreed with the line manager, determined primarily by business need and in line with policy.

The role can be based in any UKHSA location (Birmingham, Leeds, Liverpool, London, Porton Down, Colindale or Chilton) although regular travel to London will be required.

Security Clearance

You will be required to undergo a minimum of Baseline Personnel Security Standard (BPSS) checks.

Salary:

Applicants should expect to be appointed to the minimum of this salary range. More may be available for an exceptional candidate.

The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase.

Either case is determined by whichever is the highest.
