The Government Communication Service (GCS) is the professional body for all public service communicators working in government. Our GCS membership incorporates marketing, stakeholder engagement, internal communications, media, digital and social, and operational communications professionals. We collaborate across government with 25 ministerial departments, 21 non-ministerial departments and more than 300 agencies in addition to other public bodies.
It’s an exciting time to be a communications professional in government. The GCS Strategy 2022-2025 sets out our vision to become a leader in developing people and harnessing innovation and technology to improve our communications with the public. One of the main initiatives in this vision is the creation of a new learning offer for communicators via the GCS Academy, called GCS Advance, which will deliver a measurable and sustainable step change in the skills of government communicators, unlocking potential to deliver for the public and ultimately making even more of a difference to peoples lives.
The Academy team is responsible for shaping and delivering the learning offer and programmes for the Government Communication Service, with the aim of building and maintaining world class skills, and the capability and talent of GCS people across government.
Job description
The Role
The field of communications is rapidly changing, with the advent of AI and other technologies offering new possibilities but raising practical and ethical questions. Against this backdrop, communicators in government will require new training and skills.
As Learning Content Manager, you will be responsible for developing and running the Academy website and designing a user experience that will excite our learners and draw them into our professional learning and development offer for communicators in government.
With a focus on engaging, effective and topical content, you will curate, create and produce learning assets and experiences for our new learning on-demand and learning on-the-go offers. In addition, you will ensure that the end-to-end journey for learners wanting to take part in our formal programmes such as GCS Advance is straightforward and seamless, from initial engagement through accessing learning to participation and completion.
Ideally, youll have a blend of experience spanning learning content design, web design and management/UX and learning delivery. You will work closely with other members of the Skills and Standards team to design, update and deliver the Academy offer; you will also collaborate closely with colleagues creating and building our learning products so that our visual and written content, whether online, on-demand or live, works together to create a great learner experience.
Were looking for a personable, flexible individual who has a flair for creating great online content and who is also able to think logically about learner journeys, and analytically with regard to data and measurement, so that we can generate insights about our learners and continuously improve our offer. Youll work well with others across boundaries, have the ability to think both creatively and critically about new ideas and options, and possess the tenacity to see things through. Youll be adept at working with a range of internal and external colleagues and suppliers to ensure learning content is aligned with user needs.
Day-to-day work in the Academy team is fun, fast-paced and creative. The role will involve working with team members based across a range of locations, and an appreciation and enthusiasm for diverse audiences is essential. There may also be a requirement for some travel.

Key responsibilities:
As Learning Content Manager, you will:
- Run the Academys website and on-demand learning content, both identifying and curating content and resources from a wide range of sources, and designing, creating and producing regular bite-sized learning experiences, for example, videos, podcasts and thought pieces
- Work with a wide range of stakeholders and subject matter experts in order to access and incorporate the latest thinking into the Academys content on an ongoing basis
- Design the online user journey for different learner groups across all relevant platforms, including GCSs website, community platform and learning management system (LMS), thinking strategically about technical solutions and trade-offs, for example open-access vs members-only learning asset architecture
- Analyse learner data to monitor and evaluate the impact of the Academys offer across all areas and identify trends and behavioural patterns that the team can take into account in evolving the learner offer
- Work with the Academy leads and teams to design and deliver great learning experiences across a wide range of formats, working cross-functionally to support with delivery as required
Essential skills and experience
- Experience of learning content creation and learning asset management across a range of formats, including text, video and sound, with a passion for creating great learning experiences
- Experience of UX and web design, with experience of designing and mapping user journeys across different platforms
- Good creative thinking and problem-solving skills
- Experience of engaging with users and using user research to shape content design
- Expertise in designing high-quality content for digital platforms, with a strong eye for creating visually impactful and engaging solutions
- Strong written and verbal communication skills, with a high degree of accuracy and attention to detail
- Analytical skills: ability to interrogate data and user feedback to evaluate the learner offer and propose changes grounded in evidence
- Experience of collaborating with technical colleagues such as developers and of managing suppliers to come up with workable solutions that balance business and user needs
Desirable skills and experience
- Familiarity with digital learning and learning management systems (LMS)
- A background in visual design and familiarity with the principles of brand design
