Job description

As a Civil Engineering Works Supervisor, you will work as part of a small civil engineering team covering South England Forest District. You will assist the District Civil Engineer in the planning and monitoring of civil engineering projects delivered by contractors in a forestry environment, including the construction, inspection and maintenance of civil engineering and recreation assets such as forest roads, recreational trails, play features and car parks.

The successful candidate will be managed and mentored by the District Civil Engineer and will be primarily deployed to undertake site visits to support the planning of civil engineering operations and to undertake contractor monitoring, including the monitoring of delivery against the contract specification and health and safety standards.

The South England Forest District Civil Engineering team is comprised of a District Civil Engineer, an Assistant Civil Engineer, and an Administrative Assistant who plan, co-ordinate and monitor the delivery of the civil engineer programme through framework contract holders. The successful candidate would work across the whole South District, which extends from Dorset to Surrey. The reporting point for the role would be the main office at The King’s House, Lyndhurst, SO43 7NH, but you will be able to work from one of the other offices in the South District as the role requires. The role involves daily travel within the district and a Forestry England vehicle will be provided for business use only.

Person specification

Assist the District Civil Engineer in the planning and supervision of civil engineering asset construction, inspection, and maintenance to meet business plan targets.

1.  Works Planning and Delivery. Support the District Civil Engineer in the planning and delivery of a programme of civil engineering works across the district, liaising with functional leads, project owners and the Planning team. Complete internal consultations, produce contract maps, identify CDM roles, agree scope / specifications.
2. Pre-commencement meetings. Support the District Civil Engineer in undertaking pre-commencement meetings (PCM) with contract holders following internal PCM procedures.
3. Contract Monitoring. Undertake supervisory checks to ensure compliance with the contract, specification and health and safety standards.
4. Asset Inspection. Under the direction of the District Civil Engineer, and subject to an appropriate level of training and experience, undertake inspections of assets to assess and report on condition. Keep asset records up to date.
5. Asset Maintenance. Under the direction of the District Civil Engineer carry out maintenance on civil engineering assets including bridges, roads, and car parks, to a high and consistent standard.
6. Health and Safety. Promote a safe working environment by role modelling high standards of health and safety through regular monitoring and recording of contractor health and safety performance and the prompt reporting and investigation of accidents and near misses ensuring that lessons learned are shared and implemented.

Essential

  • The candidate should have proven relevant experience in civil engineering, particularly regarding carrying out contractor and/or project management.

Desirable

  • Good IT skills – familiar with MS office packages and the use of Autocad and GIS.
  • Membership of (or working towards) a relevant professional body at EngTech level or above.
  • Experience of contract management.
  • An understanding of procurement rules associated with public bodies
  • Land surveying e.g. setting out.
  • Good knowledge of environmental protection requirements and permitting procedures associated with construction projects in remote environments.
  • Experience in the safe design and delivery of projects, including responsibilities under CDM. Candidates should possess a relevant and up to date health and safety qualification such as IOSH, SSSTS or significant demonstrable experience of health and safety knowledge. 
  • Experience in use of GIS Software

Professional and Technical Expertise

Day release learning, to obtain a qualification in Civil Engineering, may be considered for the successful candidate if required.

Selection process details
