About the JIO
The Joint Intelligence Organisation (JIO) primarily supports the Joint Intelligence Committee (JIC), the National Security Council (NSC), the Prime Minister and other key decision-makers by providing authoritative, robust all-source intelligence assessment on a vast range of national security and foreign policy priorities.

The Information and Data Exchange (INDEX) is a digital initiative sponsored by the Joint Intelligence Organisation (JIO). INDEX is a digital service which enables analysts to quickly find relevant, high quality government reporting (analysis and assessment) and publicly available material (open source). INDEX optimises advanced analytics and cloud technology to enable people working across HMG to quickly identify relevant, high-quality data and information from within and external to government. We are looking for someone to champion data and information management from a digital perspective.
As INDEX Data Governance Manager, you will play a key role in shaping and steering the future of INDEX. You will lead on defining, implementing and managing data within the INDEX service. We are looking for someone with a head for data, and experience in data and information management, such as digital cataloguing, working with digital collections or electronic document and records management systems. The INDEX team values innovation: you will be empowered to set up new initiatives, develop new relationships and try new ideas which are aligned with the INDEX vision. You will work closely with user researchers, developers, and teams across government.
The Role
The INDEX team aspires to have a proactive and proportionate approach to information management; ensuring availability, security controls, ownership, information quality and good information and data governance. You will lead on defining, implementing and managing data within the INDEX service.
We are looking for someone who can demonstrate up-to-date knowledge of data governance theory, standard methodology and the practical considerations. You will be empowered to develop an end-to-end data governance framework (the processes, operational policies and standards needed to support good data management). You will work effectively with technical teams and other stakeholders to implement a data governance framework, and make recommendations to ensure compliance.
Key responsibilities include:
- Proactively identify and define data management improvements: Identify opportunities to improve data and information management, such as metadata management practices, data quality and trustworthiness of data. Document technical specifications and map the impact across the business. Make recommendations to the INDEX team and senior stakeholders, communicate the costs and benefits of change.
- Lead on the implementation of improvements, working closely with the INDEX team and cross government stakeholders: Lead the drive to continuously improve information and data quality. Work with the INDEX team and developer team to deliver improvements to INDEX metadata management. Implement government best practice, in line with frameworks and toolkits. Work with risk owners to inform risk based decisions relating to data and information management.
- Establish and maintain practical data governance solutions to support the INDEX service, throughout the data life cycle. Establish and maintain wider data management competencies within the INDEX service to meet the needs of the users within the government departments that use INDEX. Input into INDEX strategy meetings, governance boards and service assessments. Work within the INDEX team and users to minimise data risks and increase data literacy.
- Support INDEX innovation. Feed into discussions and projects to explore the use of Artificial Intelligence and Large Language Models within the INDEX service, including ethical and legal considerations. You can support data literacy development and training by enabling data consumers to understand what they can and cannot do with data.
This role is suitable for hybrid working in which an employee can work from home and attend the office as business requires. This is a voluntary, non-contractual arrangement and 70 Whitehall, London, will be your contractual place of work.

- Data regulation and ethics. You can apply relevant data and ethical frameworks and standards to your work. You can understand all aspects of data governance and use, ensuring these are maintained in-line with laws, regulations, codes of practice and ethical requirements. Existing civil servants can take up the post on loan from their parent department for the duration advertised (permission from their parent department would need to be secured in order to take up the post). Those joining on level transfer will retain their current salary.
