Job summary

Lead the ongoing transformation of the Civil Service with the ambition of creating a more purposeful, professional and digitally-enabled 21st century Civil Service which makes the best use of digital and data capabilities and ensures that the UK continues to top global league tables ranking public administration effectiveness; 

be principal advisor to the Minister for the Cabinet Office, providing support, counsel and challenge in setting the overall strategy and policy, ensuring it is cost effective, evidence-based and achievable – and meets the needs of departments;

maintain a sharp focus on the delivery of ministerial priorities by translating Ministers’ ambitions into a clear vision, setting a clear direction for that vision and ensuring it is organised, resourced and motivated to support Ministers effectively;

provide strong leadership to staff in the Cabinet Office: in addition to role modelling the ambitions and values of the Civil Service, reinforcing and supporting a culture of continuous improvement, improved workforce capability and the drive for excellence through a culture of high performance and excellent delivery;

work with permanent secretaries across government to drive structural and budgetary efficiencies which result in better planning, accountability and, ultimately,  a more professional Civil Service;

ensure that issues of diversity, representation and inclusion are at the heart of everything the Civil Service does so that it becomes truly representative of the citizens we serve and creating and driving a genuinely inclusive departmental culture which respects the contribution of everyone in the Cabinet Office; 

as the Accounting Officer for the Cabinet Office, be answerable to Parliament for managing the department’s budget; acting to ensure that effective systems and processes of financial accounting are in place, and that resources are used as efficiently and effectively as possible.
