Job summary
Extradition is the formal procedure for requesting the surrender of a person from one country to another for the purpose of prosecution, to be sentenced for an offence for which the person has already been convicted or to carry out a sentence which has already been imposed.
The National Extradition Unit comprises a team of officers with operational responsibility for the coordination and management of extradition related cases. The unit is made up of two hubs, one based in London and one in Warrington.
The unit:
- Provides 24/7 tactical advice & support in all reactive extradition related encounters;
- Receives, triages and risk assesses all incoming requests from overseas territories where the requested person is believed to have a footprint in the UK;
- Undertakes enquiries to locate and arrest fugitives sought for extradition utilising all available tactical methods where requests are graded as medium risk, high risk or complex that are believed to be within E&W (low risk enquiries are tasked to local police forces);
- Monitors the outcomes of court hearings, manages bail compliance and coordinates enforcement activity in relation to breaches;
- Processes & coordinates all removals from E&W where a surrender has been ordered
- Provides guidance and tactical advice to law enforcement on searching for fugitives overseas
- Undertakes all collections where arrests of fugitives wanted by E&W are located abroad
- Participates in cross agency working groups & write national policy & guidance

Positions available & Eligibility:
This role is a closed competition and to apply you need to be a serving police officer at the rank of Constable on a lateral basis.

Location: This vacancy is based in Warrington. There are further vacancies expected in Warrington and London within the next 12 months. Please specify your preferred location when applying as you will be posted in merit order in relation to where a post arises.
There will be an expectation of a willingness to travel both nationally and internationally with a number of nights away when operationally necessary.
Office Hours: Core hours are between 08:00 and 20:00 Monday to Friday. A high degree of flexibility is required and shifts will often be changed at short notice including very early starts.
There is also a requirement to cover a 24 hour on-call period on a rota basis including weekend working.
On completion of flight training officers will be required to travel abroad to assist in prisoner collections.
Officers must be able to travel extensively as the unit has both a national and international remit.
Essential Criteria:
- Experience in locating offenders and fugitives in a policing environment.
- A working and practical knowledge of RIPA and its application in both surveillance and communications data scenarios.
- Experience of personally deploying or taking a broad range of covert tactics and resources.
- Experience of handling and utilising sensitive intelligence.
- Current knowledge of communications data and its analysis, specifically in relation to fugitive enquiries.
- Ability to make informed risk assessments based on sound rationale.
- Response level police driver.
- Up to date with all mandatory force training including officer safety and emergency life support.
- Hold a valid, up to date passport.
Desirable Criteria:
- Open source trained.
- Surveillance awareness.
- Working knowledge of the extradition act and associated guidance.
**To be considered, you will need to successfully complete SC Enhanced clearance before commencing the role.**
Person specification
You will form part of one operational teams who are responsible for the locating and arresting of subjects wanted by foreign jurisdictions for extradition.
You will be responsible for the management of your own workload and the utilisation of all available tactics to locate and arrest subjects.
It is expected you will bring good working knowledge and experience of fugitive enquiries to the role and be able to work both independently and as part of a team.
The unit also has responsibility for the collection of subjects from abroad wanted in the UK who have had their extradition ordered, this is done on behalf of all police forces across England and Wales.
This role will involve shift work and unsociable hours at short notice including an on-call rota, therefore a high degree of flexibility is required. There is a frequent requirement to travel both nationally and internationally, often at short notice.
The work of the unit can be high profile and crime types are extremely varied.
Work Involves:
- Managing a caseload of subjects wanted for extradition and progressing appropriate enquiries to locate and arrest them.
- Conducting arrest enquiries as appropriate.
- Ensuring case papers are completed to a high standard.
- Providing advice and guidance to officers and staff nationally around extradition.
- Conducting out of hours on-call duties as a 24/7 contact point for extradition matters nationally.
- Supporting the removals and intelligence function of the unit where necessary.
- Any other work in support of operational extradition functions as required.
