The role of DWP is to support many of the most vulnerable people in society, to do that we need to ensure all in DWP have the key skills they needed to perform their roles effectively.

The DWP Skills Unit is the team with accountability for looking at how we gather data to help us understand the skills we have in the department, the flexibility that may bring, the skills we need going forward and gaps we need to address.  This work is critical as we look to transform the way that we provide services to our customers. 

There is a requirement for close working with stakeholders across DWP areas and Civil Service wide, to ensure that DWP are represented in cross government conversations connected to the skills agenda ensuring our departmental voice is heard.

Job description

As a Skills Assessment Manager your role will be to build, share and communicate people capability assessment models across the department. You’ll establish professional department-wide relationships through which to implement strategies and plans, identify associated risks and dependencies, evaluate and resolve issues efficiently.  

You’ll influence and collaborate with a wide range of stakeholders to deliver high quality outcomes that meet customers’ needs and give value for money.

Key responsibility:

  • Understanding the strategic drivers for skills assessments and how they link into the organisational priorities, Capability and People Strategies.
  • Creation of an evaluation strategy which provides insight and key measures, including on impact and value for money.
  • Develop an approach to how capability assessments can be built, shared and communicated to the wider department.
  • Using technology to increase efficiency.
  • Working with others to identify areas for improvement and simplify processes to use resources efficiently.
  • Encouraging collaboration and teamwork within own team and across other groups.
  • Establishing professional relationships with a range of stakeholders to successfully deliver high quality outcomes that meet the customers’ needs and gives value for money.
  • Identifying risks and resolving issues efficiently.
  • Involving a diverse range of colleagues, stakeholders, and delivery partners in developing suggestions for improvements.
  • Line management responsibility for a geographically dispersed team.

Key Criteria

  • Demonstrate an understanding of strategic visioning and implementing change delivery. The ability to plan and organize work effectively, use evidence and knowledge to support accurate, expert decisions to successfully implement change. (Lead criteria)
  • Be able to demonstrate how you use evidence and knowledge to support accurate, expert decisions and advice. Have the skills to analyse and interpret complex data/information to carefully consider alternative options, implications, and risks of decisions.
  • Demonstrate excellent planning and organisational skills to deliver service objectives with professional excellence, expertise, and efficiency. Strong ability to develop and communicate approaches and identify areas for improvement and utilizing technology for efficiency.
  • Experience of building close working relationships with internal and external stakeholders, including working collaboratively with senior leadership teams to meet diverse customer needs against challenging deadlines.

Desirable Criteria 

  • Associate CIPD.
  • Experience in developing a Skills Assessment Framework.
  • If the successful candidate is based in Wales, the ability to speak Welsh is desirable.

As part of the application process you will be asked to complete a CV and a personal statement.

The written sift will be conducted using evidence from your Personal Statement (max.1250 words) and will be assessed against the Key Criteria within the advert.

The final stage of the assessment process is a blended interview where behaviours and strengths will be assessed. This will consist of a live interview  conducted over MS Teams.  Which should take approximately 45 minutes.
