Job summary

Asylum, Support, Resettlement and Accommodation (ASRA) is one of the key business areas within the Home Office. We are undergoing an exciting period of change. Alongside the other areas of the Home Office, the department is embarking upon a transformational programme. Operational Excellence is at the forefront of what we do.

Our strategic aims contribute to the Home Office strategic objectives: preventing terrorism and extremism; cutting crime and protecting the vulnerable; and reducing immigration and preventing abuse.

We have one of the most challenging and important jobs in government: safeguarding the vulnerable and their host communities and keeping our border secure. Every colleague within the Home Office plays a part in making that happen.

The Large Sites Accommodation Programme (LSAP) has been established to expand the asylum estate by accommodating asylum seekers in accommodation centres, during which their asylum claims will be progressed.

This accommodation will play a key part in improving and accelerating the asylum process by consolidating cohorts with similar cases in the same location.

The Programme is responsible for delivering both interim and longer-term Accommodation Centres.

Job description

The role provides an exciting opportunity, where you will play a key role in supporting the programme to provide accommodation centres to house and support destitute individuals who have arrived in the UK, via unauthorised routes, to claim asylum whilst the Home Office assesses their claims.

The role will suit someone who thrives in a challenging, fast-paced environment, who has demonstrable ability to operate strategically, multi-task, and re-prioritise work in line with emerging trends and priorities. The post-holder will need to have strong leadership, organisational and time management skills and be comfortable managing a wide portfolio of demanding, high-profile responsibilities.

Person specification

The post-holder will support a G6 lead providing legal and planning advice on pipeline sites for inclusion in the programme supported by data to drive the decision making.

Key responsibilities will include:

Providing support for pipeline projects noting any legal or planning issues before the sites proceed through governance into delivery.

Working with estates and contractors to deliver relevant assessments; and provide key data to ensure the decisions made are based on evidence.

Providing support to the G6 lead and working closely with Home Office Legal Advisors and the Government Legal Department to advise on any legal issues of proceeding with acquisitions including recommendations on route for obtaining planning permissions.

Ensuring timely, accurate and responsive provision of evidence and information and work to minimise and mitigate risks and issues within the programme which may impact on future litigation.

Developing and managing professional relationships with a wide range of internal and external stakeholders, and act as lead point of contact for external parties.

This is an extremely high-profile and busy programme, and the post-holder may be required to undertake other duties as it evolves and to support wider demand.

The post holder must hold SC level clearance or be willing to undergo security clearance to SC level.

Essential Criteria

• Experience in providing property legal advice in relation to acquisitions and planning constraints.

• Excellent written and oral communication skills, with an understanding of the use of different channels and formats for different audiences.

• Strong problem-solving skills with the ability to form well thought out conclusions and recommendations.

• Strong evidence of utilising data to drive decision making.

• Excellent interpersonal skills, including the ability to form strong working relationships with internal and external stakeholders.

• Strong organisational skills and demonstrable ability to manage competing demands.

• Working knowledge of Government Estates and the UK planning system.

• Knowledge of the asylum / asylum support system.

• Legal qualification

Further information

For meaningful checks to be carried out, individuals need to have lived in the UK for a sufficient period of time to enable appropriate checks to be carried out and produce a result which provides the required level of assurance. You should normally have been resident in the United Kingdom for the last 3 years if the role requires CTC clearance, 5 years for SC clearance and 10 years for DV.  A lack of UK residency in itself is not necessarily a bar to a security clearance and applicants should contact the Vacancy Holder/Recruiting Manager listed in the advert for further advice.

Please ensure that all examples provided in your application are taken directly from your own experience and that you describe the examples in your own words. All applications are screened for plagiarism and copying of examples/answers from internet sources. If any is detected the application will be withdrawn from the process. Further action, including disciplinary action, may be considered in such cases involving internal candidates. Providing false or misleading information would be contrary to the core values of honesty and integrity expected of all Civil Servants.

Please note: If you are currently an agency member of staff working within the Home Office, a contractor or contingent worker you can only apply for roles that are advertised externally, i.e. outside the civil service. If you are eligible to apply for a role, you are required to select yourself as an external applicant and not internal when submitting your application on Civil Service jobs. This will prevent any delays in pre-employment checks should you become successful in being made an offer of employment after the interview stage.

A reserve list of successful candidates will be held for a period of 12 months. Selection will be in Merit Order by location to fill the same role or similar roles with closely matching essential criteria and Success Profile elements without further assessment.

Where business needs allow, some roles may be suitable for a combination of office and home-based working.  This is a non-contractual arrangement where all employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estates capacity, by Spring 2024. Applicants can request further information regarding how this may work in their team from the Vacancy Holder (see advert for contact details).

Please ensure your profile on the CS Jobs portal is up to date and reflects your current status as a Civil Servant. Inaccurate or out of date details will impact the onboarding process and may delay your start date if you’re successful.
