Job summary

Finance is at the heart of decision making in the Department for Business & Trade (DBT). Following the Machinery of Government changes and the formation of the Department for Business and Trade, DBT’s Finance team is being expanded to build additional capacity and capability and the work of the department has never been more crucial.  

We are expanding the newly formed Partnerships Team to build additional capacity, reflecting the expanded remit of the Department across its Partner Organisations (which is how DBT refers to its ‘arm’s length bodies’, which include household names such as the Competition and Markets Authority, Companies House and Post Office). We are at an exciting time in the development of the Department’s wider governance structures, and the Partnerships Team have an integral part to play in building systems with appropriate scope for the broad Partner Organisation landscape.   

The Partnerships Team ensures that the Partner Organisations are run effectively and deliver value for taxpayers. We provide assurance to the Permanent Secretary through carrying out a wide range of activities, ensuring good governance and accountability of Partner Organisations in line with Cabinet Office /HM Treasury expectations.   

Job description

It will be a high profile role dealing with a range of complex stakeholders, discussing sensitive issues around governance, efficiency, effectiveness and efficacy of DBT’s Partner Organisations. Leading on assurance and risk provides exposure to interesting and varied work and will create opportunities to feed into Departmental governance structures.

Key responsibilities: 

  • Work closely with other G7 Corporate Governance Business Partners to ensure the Sponsorship Code of Good Practice is being implemented across DBT’s Partner Organisations. 
  • Effectively perform, and role model for peers, good governance and an understanding of sponsorship behaviours and approaches, including, understanding the principles of good corporate governance, and how to apply these to different types of public body. 
  • Provide leadership across the governance, assurance and risk landscape for Partner Organisations, ensuring the Department and Permanent Secretary is provided with relevant information to be confidently assured of compliance with the highest of standards.  
  • Develop and embed appropriate assurance systems to ensure that Cabinet Office expectations are met and create a culture of implementing continuous improvement to this process.  
  • Support and lead on all aspects of the review of DBT Partner Organisations including; fieldwork and evidence gathering, to drafting and publication of a clear and rigorous final report with evidence-based findings.  
  • Act as Line Manager for an SEO, and other team members as required, ensuring staff are developed, mentored and coached to enable them to deliver the level of expertise required in this area and within DBT.

Location and working arrangements 

This role is available in seven UK locations and can only be worked from within the UK, not overseas. Most DBT employees will be working a hybrid pattern, spending 2-3 days a week (pro rata) in the office on average. Changes to these working arrangements are available in certain circumstances but must be agreed with the vacancy manager and in line with the requirements of the role and can only be discussed with successful candidates. Travel to your primary office location will not be paid for by DBT, but costs for travel to an office which is not your main location will be covered.   

Vetting 

The requirement for SC clearance is to have been present in the UK for at least 3 of the last 5 years. Failure to meet the residency requirements will result in your security clearance application being rejected.
