Job summary

Government Recruitment Service (GRS) was launched in September 2017 and is part of the Government People Group (GPG) in the Cabinet Office.

GRS is a vibrant, modern and exciting place to work, attracting a diverse workforce which represents the people we serve. We deliver around 70% of the recruitment volume across the Civil Service and aspire to be the recruitment partner of choice for all Civil Service departments, agencies and approved non-departmental public bodies.

Short Summary

You will provide thought leadership, be creative, think big and outside the box; challenge the status quo and generate solutions to new and existing learning and business challenges, translating these into specific interventions which deliver clear outcomes. You will deliver ad-hoc L&D sessions to contribute to the wider ecosystem of learning. You will be the voice for your business area and its people in the delivery of learning solutions, ensuring our offer meets their needs. You will coach senior leaders to articulate business problems and identify capability gaps within them, upskill line managers to build learning cultures within their teams, and create the time and space for individuals to reflect and be inspired and empowered to make decisions about their learning and career needs.

You will complement the core functional learning products owned by your learning design and delivery teammates, with a more agile and responsive project based response to learning requirements.

Underpinning all of this is your belief in the power of consultancy, and your expertise in building effective learning solutions. You won’t take problems at face value – you’ll build relationships and knowledge of your business area to help you identify root causes. You know wherever there is a capability gap, there’s normally some structural issues that need unpicking to ensure we don’t set our people up to fail. This is a clean slate and we’re looking for someone who is passionate and dedicated to their craft, who wants to use their experiences to build something from the ground up.

Job description

The Team

The Learning and Development (L&D) Team is newly formed – you will be part of creating a modern and effective capability function for GRS. The team is led by an SEO Senior L&D Manager, and following a recent learning needs analysis exercise we are recruiting an HEO Learning Design and Delivery Manager, EO Trainer Facilitator, and HEO L&D Business Partners.

You will work closely with your business partner colleagues to share best practice, identify opportunities for collaboration – and lean in when resource is needed to support organisational priorities. You will work with the Learning Design and Delivery Manager to ensure our core training portfolio reflects the ever changing business need, and that their interventions result in real behaviour change once people are back at their desks. You will build strong and trusting relationships with senior leaders in your business areas to identify and prioritise learning needs, and ensure a work environment that fosters a learning culture is in place. You will mentor and collaborate with line managers to ensure learning is part of the everyday.

Responsibilities

  • Establish and maintain a range of business relationships and develop to a high level of trust to ensure strategic capability needs can be identified
  • Influence the development of a learning culture in the organisation and encourage the business to take ownership of the learning and development agenda
  • Embed yourself in the business context to identify and exploit opportunities for reflective, peer to peer and experiential learning
  • Work closely with the Design and Delivery team to ensure that learner experience is one of our top priorities – advocate for the needs of your business area, work with individuals and teams to establish “what’s in it for me”, and collaborate to ensure learning outcomes are embedded in everyday work
  • Hold regular career coaching and learning need identification sessions for staff
  • Undertake programme and project management of end-to-end design and delivery for L&D products that are fun, engaging and informative; have the learner experience at heart; are aligned to strategy; relevant to need; and timely
  • Measure the impact of your interventions to ensure they are building staff who can deliver what GRS needs now and in the future

Please read the attached candidate information pack for further information about the team, the roles we are offering and working within the Cabinet Office.

  • Excellent project management skills, dealing with a wide range of stakeholders and prioritising a varied portfolio of work within a high pressure delivery schedule
  • Data analysis and insight skills to identify and highlight business needs and help influence your stakeholders; and to evaluate the impact of your learning interventions
  • A proactive and positive approach that engages others and role models the learning agility needed to build a learning culture
