Job summary
The responsibilities for the Department for Science, Innovation & Technology for 2023 are as follows:
- Positioning the UK at the forefront of global scientific and technological advancement
- Driving innovations that change lives and sustain economic growth
- Delivering talent programmes, physical and digital infrastructure and regulation to support our economy, security and public services
- R&D funding
For 2023, our priorities are:
- Optimise public R&D investment to support areas of relative UK strength and increase the level of private R&D to make our economy the most innovative in the world.
- Promote a diverse research and innovation system that connects discovery to new companies, growth and jobs including by delivering world-class physical and digital infrastructure (such as gigabit broadband), making the UK the best place to start and grow a technology business and developing and attracting top talent.
- Put our public services including the NHS and schools at the forefront of innovation, championing new ways of working and the development of in-house STEM capability to improve outcomes for people.
- Strengthen international collaboration on science and technology in line with the Integrated Review, and ensure our researchers are able to continue to work with leading scientists in Europe and around the world.
- Deliver key legislative and regulatory reforms to drive competition and promote innovation, including the Data Protection and Digital Information Bill, the Digital Markets, Competition and Consumer Bill and our pro-innovation approach to regulating AI.
- Pass the remaining stages of the reformed Online Safety Bill to keep British people, especially children, safe online.

Key Responsibilities
Expert Exchange Programme Advisor
Starting with secondments but by no means ending there the Expert Exchange Programme (EEP) is overhauling the way we bring expertise into the department and enable civil servants to spend time outside. This role will be key to ensuring we are boosting exchange with academia and industry, a key Ministerial priority. As the Expert Exchange Design Advisor you will be working in a small and fast-paced team sitting across the PermSec/Governance division, and the HR Directorate. This role will report directly to the Team Leader and will work support the design and evaluation of the EEP helping the team respond to evolving priorities while ensuring we are achieving the highest possible impact. This will include: programme evaluation plan development; engaging with internal & external stakeholders; and developing and improving opportunities for bring expertise into DSIT. This role would be well suited to a candidate with experience or interest in evaluation, quality improvement and an analytical approach.
L&D Capability and Professions Advisor
As the L&D Capability and Professions Advisor you will have the opportunity to gain experience within a varied HR portfolio around many different HR work areas. Responsibilities include supporting the capability agenda implementation in DSIT and supporting the planning, and implementation of various learning activities across the department. The post holder will support the management of the L&D budget and financial approvals as well as giving advice and guidance for more complex queries across the organisation. The individual will play a leading role in updating/refreshing all of L&D related outward and inward material and guidance as well as supporting with the production of board papers. The individual will also work collaboratively with colleagues across HR and Organisational Development as well as senior stakeholders to enhance capability and enable a high-performance culture at an organisational level.
HR Project Advisor
As a Project Adviser you will use your organisational experience to manage and support HR Projects. The HR Projects span across HR and you will have the opportunity to develop your skills in a broad range of HR areas from Strategic Workforce Planning to Learning and Development and Employee Relations. Our work is fast paced and you should enjoy with working across different projects in an agile way. We are passionate about implementing robust solutions for the organisation whilst ensuring that reflect our values and ways of working. If you are an HR professional and want to be innovative and creative whilst building your Programme Management and Organisation Development Skills this is the perfect opportunity for you.
Strategic Workforce Planning Advisor
As a Strategic Workforce Planning Advisor you will support the team with ensuring alignment of the workforce with strategic organisational goals. The individual will support in the analysis of current workforce trends, ensuring data accuracy and a robust process for data validation. The individual will remain abreast of external factors which are likely to impact on staffing, ensuring the wider team are aware. The Strategic Workforce Planning Advisor will work closely with the Manager in partnering with the department and HR colleagues to forecast future capability, talent and workforce needs, to support these conversations the individual will develop strategic workforce planning products to support effective decision making (incl. spreadsheets, workforce planning reports).

Essential skills criteria
Pragmatic approach to problem solving, using critical thinking to explore new and emerging issues where little is known.
Excellent verbal and written communication skills, with the ability to articulate complex issues clearly and concisely to a range of audiences to gain necessary agreement.
A proven track record of delivering high-quality outcomes rapidly and managing competing priorities effectively.
Have a natural curiosity not only for people priorities but also the work of the wider department.
The post holder will have a sound level of analytical and numerical skills with the ability to analyse and interpret data and trends to inform where evidence-based decisions might be made.
The individual will have strong administration and organisation skills.
