Job description
As part of the Directorate of Finance and Audit, Financial Strategy and Planning is responsible for managing the medium-term financial plans (MTFP) of the Agency and ensuring that its total budget is deployed in an efficient and value for money way.
This role sits within the Financial Strategy and Planning Team and works closely with the Savings and Efficiencies Lead, Finance Business Partners, the Directorates, and the Department of Transport (DfT) Strategy Finance team.
As the Finance Strategy Manager, you will be reporting to the Head of Financial Strategy and Planning. Your role will provide direct support for the development of the MTFP and the Comprehensive Spending Review (CSR).
This will be achieved through high quality analysis of financial and non-financial date/information, to ensure plans are clear, concise, logically developed.
This is a fantastic opportunity to become a part of the MCA Team whereby your daily role provides a valuable enabling function for the delivery of a life saving service. It is a fast paced role where no two days are the same and you will have the opportunity to meet and build lasting relationships with Internal and external stakeholders at all levels.
Your responsibilities include but are not limited to:
- Manage a Medium-Term Financial Plan for the Agency, underpinned by a robust understanding of key cost drivers and aligned to the strategic direction of the organisation.
- Working with the Finance Business Partnering team, support the development and implementation of credible financial plans at Directorate level.
- Undertake scenario modelling on the medium-term financial plans to support business decisions.
- Support the Head of Financial Strategy and Planning on Spending Reviews and other fiscal events and negotiations with DfT/HMT.
- Develop a good understanding of the business and its drivers.

About You
To be successful in this role, you will need to be either qualified or part qualified CCAB/ CIMA with extensive experience or other relevant comprehensive experience in a financial business partner or financial strategy role.
You will have a proven track record of business improvement or long-term financial planning as well as supporting the delivery of organisational change.
Well-developed interpersonal and influencing skills will be a strength of yours, which enables you to manage stakeholder engagement effectively.
Additional Information
This role will be based in the Southampton HQ. MCA supports flexible working and operates a hybrid working model between home and office for this role, giving you greater flexibility over where and when you work.
The expectation is that you will spend a minimum 60% of your working time based at your principal workplace or out on official business. Details of the arrangement will be discussed further with your line manager.
